A Research On The Evaluation Of The Government’s Public Security Emergency Ability Of G City Government

Public security emergency management is an important part of public management,which has long been an indispensable part of public management research in China.In today’s society,the concept of service-oriented government has been deeply rooted in the hearts of the people.It is also an inevitable requirement for the construction of service-oriented government to attach importance to the construction of public emergency response capacity and respond to public emergencies scientifically and effectively.It is of great significance to maintain the stability of all levels of society and to enhance the image of the government in the people’s mind.Moreover,China is one of the countries which have most seriously affected by natural disasters in the world.Influenced by the coupling of natural factors and human factors such as global climate change,extreme weather and climate events and their secondary derivative disasters are increasing,and the risk situation of natural disasters is severe.At the same time,considering that evaluation is the basic means of organizational management and the guarantee conditions to achieve organizational goals.Therefore,it is very important to study the mechanism of public security management,build a reasonable and effective system of public security emergency response ability and evaluate the emergency response ability of the local government to improve the level of public security emergency management.The government’s public security emergency capability is that,refers to the management capability of the government and its emergency departments when in dealing with public security incidents.Carrying out emergency capacity evaluation is an important basic work to strengthen the capacity building of urban disaster emergency management.Which can reflect the level of local social and economic development and local government governance.There are two core contents in this paper.To study how to build a scientific basis and wide applicability of the government’s public security emergency capacity index system.Carrying out empirical research on the evaluation of the public security emergency capacity about the government of G city when in the fourth season of 2018.Based on the theory of life cycle of crisis,this paper uses the method of literature research and expert interview to evaluate the emergency response capacity of local governments in response to public security emergency management.The main achievements are as follows: firstly,the significance,theory,method and common problems of the evaluation of the government’s publicsecurity emergency response capacity are studied;secondly,an evaluation index system of the government’s public security emergency response capacity at prefecture level is constructed,which includes 12 first-class indexes and 44 second-class indexes;thirdly,the evaluation of the government’s public security emergency response capacity is launched in the fourth quarter of 2018 Through empirical research,it is concluded that G municipal government has quantitative understanding and control in the process of public security management,but fails to fully adopt standardized process management,and the management process has not yet had a traceable level of emergency management,and presents a management bias of "focusing on response rather than prevention";fourthly,it discusses the ideas and suggestions of local governments in China to improve the emergency capacity of public security.It is suggested to take targeted work measures in the pre event stages.
