Research On The Reform Of Letters And Visits In Zhejiang Province From The Perspective Of Embedded Governance

Petition is an important channel for the public to reflect their demands,which has long been a national priority.Nowadays,China is in a critical period of transforming social management into multi-dimensional collaborative governance,in which the original social contradictions are gradually eliminated and new social contradictions are emerging.The subjects are more diverse and the issues more complicated.Therefore,the government needs to create a new system of letters and visits to understand social will and alleviate social contradictions.People also need a new petition system to express their demands and protect their rights and interests,so the importance of petition reform is increasingly prominent.However,due to the internal and external factors of the petition work,the petition has never stopped the pace of reform,but it still has its limitations.Starting from the beginning of 2019,Zhejiang province has promoted the reform of "One-stop service model" to extend to the area of letters and visits to explore solutions.We will promote local settlement of conflicts and disputes by building a "comprehensive service center for social governance" and providing one-stop agents.It is of great significance to ease the pressure of regional petition,improve the level of governance and maintain social stability.At present,the reform of Zhejiang petition work has achieved some results,but there are some shortcomings.In order to promote the further development and innovation of the petition reform work in Zhejiang province,the author will conduct a research on the key work of the petition reform in Jinhua——the people’s situation and the people’s petition agent.In the process of sorting out relevant materials,the author finds that this practice matches the concept of embeddable governance of emerging theories,which can provide theoretical support and development guidance for the former.Based on this situation,the author will introduce governance as the research perspective of this paper.In the following analysis,the author sets up the analysis framework of individual embedding and structure embedding as the elements,and analyzes the process of the introduction of the petition relationship network by the people’s situation agency.In the process of analysis,the author found that the civil institution was embedded and reversely integrated,and acted together.Finally,the author puts forward his own opinions and Suggestions on the premise,foundation and key of the reform and optimization of letter and visit.These suggestions are not only to promote the further optimization of Jinhua’s local petition agency work,but also to provide more path options for the innovation and practice of petition reform in Zhejiang Province.The new era background puts forward new requirements for petition work,and people’s increasingly awakened awareness of rights also urges the petition system to continuously optimize and upgrade.There is no doubt that the reform of " Handling affairs in no more than one place " in Zhejiang Province,which need to be tried and explored constantly,may have some bumps and lurches.But it is the only way to realize the modernization of our governance system and governance capacity.
