| With the rapid development of economy,our country’s dual worker families are facing the problem of unattended primary school students after school and the whole winter and summer vacation.Local governments at all levels begin to solve the problem of primary school students’ trusteeship education.The Shanghai Municipal Committee of the Communist Youth League and other units,through the governance innovation of purchasing services from non-governmental organizations,held the "Shanghai Love Summer Daycare Class " project,built a social service network of holiday trusteeship education,and integrated resources to provide education services.From 2014 to 2019,the summer care class has been open for five years.In 2020,it will not be opened due to the COVID-19 epidemic.At present,there are 16 municipal districts in Shanghai,the implementation of the project is not the same,the quality of service provided by the regional difference is great,the government’s governance innovation is facing the problem of sustainable development,this study aims to study this.Through literature research,this study finds that the current research on government governance innovation takes "Social Embeddedness" as the explanatory variable and theoretical framework of government governance innovation,understands "Governance Innovation Behavior" as "Embedded Subject",and "Existing Social Sstructure" as "Embedded Object".Through the analysis of "Entity Embeddedness",it focuses on the subject,content and path of embedded behavior through the analysis of "Relationship Embeddedness" and "Structure Embeddedness",we pay attention to the ability of actors to obtain resources.Therefore,with the help of the framework of "Social Embeddedness Theory",this study carried out a survey of the current situation,conducted in-depth interviews with relevant personnel,analyzed how the actors embedded in the entity,structure and relationship in the process of project embeddedness into social network,and understood the satisfaction of the beneficiaries of the project-parents for "Holiday Trusteeship Education".The findings are as follows: first,the embedded actors in social network are diversified,which can be divided into two categories: Government Circle and Non-Government Circle.The embedded contents include policy support,fund guarantee,nursing(general affairs)service,educational(education)service,volunteer service and project supervision and evaluation.It has a multi-channel embedding approach composed of time,space and virtual network.Second,the core "Government Circle" embedded actors occupy an absolute advantage in the network,but different levels of government have different Structural Embeddedness and Relational Embeddedness.The embedded behavior subject of " Non-Government Circle" is the executive subject of the project,which brings in resources outside the system;at the same time,the weak reciprocal relationship between parents and "class sites" affects the stability of the network,while primary school students,middle school students and college students "embed each other",which expands the educational connotation of the project.The problems of the project are: there are contradictions between the educational services provided and the needs of parents;the resource mobilization of the government circle is limited,and the "continuity of purchase" of some class sites declines;the resource mobilization of the non-government circle is different,and some class sites are "project landscape";the volunteer service can not meet the needs of the "class sites".Finally,the countermeasures and suggestions proposed in this study are: from the perspective of entity embeddedness,the government needs to break the "separation of blocks" and increase the number of embedded actors;to improve the quality of embedded content by increasing policy support,increasing funding support,integrating curriculum resources,establishing curriculum team,improving service quality,strengthening volunteer service management and expanding volunteer human resources;and making use We should increase publicity and broaden the embedded way.From the perspective of structure embedding and relationship embedding,the behavior subject of "government circle" should strengthen the "center" of the position,establish strong reciprocal relationship,and the actors of non-governmental circle should build independent cooperation network and emphasize their own "center". |
