A Study On The Function Performance Of The Discipline Inspection And Supervision Organs Accredited At The Provincial People’s Congress Agency In G Province

According to The Constitution of the Communist Party of China,the party’s central and local commissions for discipline inspection shall dispatch party discipline inspection teams to all party and state organs at the corresponding levels.In January 2016,General Secretary Xi Jinping made it clear in his speech at the sixth plenary session of the 18 th central commission for discipline inspection that "the supervision of accredited organs is an important part of the supervision system of the party and the state." The accredited organs of discipline inspection and supervision is not only a special institutional setup of the socialist anti-corruption and integrity system with Chinese characteristics,but also an important component and special strength of the discipline inspection and supervision system in China.Starting in 2015,the party’s central and local commissions for discipline inspection dispatched discipline inspection teams to supervise the people’s congresses at the same level,making up the“blank” for the oversight gap for the first time in the party’s history that had not existed before.As the national supervision system reform deepening,the supervisory commissions at the national,provincial,prefectural,and county levels have been set up since 2018,which work together with the Party’s disciplinary inspection commissions as one office while keeping their own identity.At the same time,"to accredit or dispatch supervisory commissions or ombudsman to the authority of the communist party of China and the state organs at the corresponding level,to the organizations and units authorized by laws and regulations or entrusted to administer public affairs,and to the administrative areas under jurisdiction and state-owned enterprises,etc.",so that the supervision covers everyone working in the public sector.Since then,accredited organs for discipline inspection and supervision shall perform the functions of discipline inspection and supervision,and exercise intra-party oversight and state supervision over the organs according to the authorization.Since the Discipline Inspection and Supervision Organ Accredited at the Provincial People’s Congress Agency in G Province(known as the "Discipline Inspection Organ Accredited at the Provincial People’s Congress Agency in G Province " before the reform of the national supervision system in March 2018)has been established in August 2015,it has focused on seeing party self-governance exercised fully and with rigor,and conducted exploration and practice on how to perform its functions.However,there are still a number of problems,mainly for the quality of staff is unable to meet the requirements of performance of duties,the functional authority of the inspection and supervision of the cadres at differentlevels and deputies to the People’s Congress is ambiguous,the performance of functions is limited by the particularity of the organization and management of the organs of the people’s Congress,the understanding of the objects of inspection and supervision is insufficient,the means of performing duties fail to meet the practical needs,and the guarantee of resources for performing duties is insufficient,etc.The title of this thesis is “A Study on the Function Performance of the Discipline Inspection and Supervision Organs Accredited at the Provincial People’s Congress Agency in G Province”,which is a study on the function performance of the Committee Discipline Inspection in G Province and Supervision accredited at the Provincial People’s Congress Agency at the same level.This study takes the literature research method to summarize and generalize the related theory researches and practices about the power restriction and supervision and the accredited disciplinary inspection and supervision organs.At the same time,by applying the field investigation method in the Discipline Inspection and Supervision Organ Accredited at the Provincial People’s Congress Agency in G Province as a case,to analyze the current situation of the performance of functions,main problems and reasons.Then,by using the comparative analysis method,and borrowing practical experience of some provinces and cities in the performance of functions of local people’s congresses,to put forward countermeasures and suggestions based on the practical situation of the Provincial People’s Congress Agency in G Province.This is of great significance to how the discipline inspection and supervision organs accredited to people’s congresses can better perform their functions under the new background of the reform of the national supervision system,to deepen the reform of the accredited discipline inspection and supervision institutions,to promote the innovation of anti-corruption systems and mechanisms,and to achieve greater strategic results of comprehensively governing the party with strict discipline.
