| In the 1990 s,the western scholars began researching the public service motivation,and had obtained great and valuable achievements on research of its conceptual connotation,structure and measurement etc.They also found that public service motivation has a positive correlation with the job performance of civil servants,which is considered as a new perspective in the field of the research.At present,the research on thepublic service motivation is in the ascendant in western.While in China,how to improve the job performance of civil servants is still a difficult problem for the public human resources managers.Although the public service motivation has attracted a group of scholars since its import to Chinese,domestic researches on its conceptual connotation,structural measurement and possible influence factors in China specifically are still at the exploratory stage.This paper comes up with research hypotheses based on a summary of researches on definition,structure,measurement and influence factors of the public service motivation and job performance achieved both at home and abroad,and a theoretical framework of the public service motivation theory and the job performance theory.This paper selects the authority scale of public service motivation and job performance to sample the civil servants in Zhaoqing and collect 311 valid questionnaires.The research shows that the four-dimensional structure model of public service motivation and the three-dimensional structure model of job performance can be verified.Data analysis shows that the overall public service motivation had a significant positive correlation with the overall job performance of civil servants,so did the commitment to the public interest,compassion and self-sacrifice.But the correlation relation between attraction to policy making and overall job performance failed to be verified.In addition,gender,age,educational background,working years,political status,and job rank of civil servants would impact public service motivation and job performance,while the level of agency department has no impact.According to the analysis results,this paper also puts forward four countermeasures and suggestions.Firstly,the public service motivation test is suggested to take before the recruitment and promotion of civil servants.The second is to continue to learn to further correct the public service motivation of civil servants.Thirdly,a series of assessments are suggested to take so as to maintain a higher level of the public service motivation among civil servants.Fourth,integrate public service motivation into the process of modernization of national governance capacity. |
