A Study On The Relationship Between Deputies To The People’s Congress At The Grass-roots Level And The Masses

The people’s Congress system is the fundamental political system of the People’s Republic of China.People’s congresses at all levels are composed of elected deputies to the people’s Congress.Close contact between deputies to the people’s Congress and the people is the essential requirement for the implementation of the system of the people’s Congress,as well as the requirement for deputies to the people’s Congress to perform their duties and duties.It is of great significance to implement the party’s mass line,give full play to the advantages of the system of the people’s Congress,and realize the Chinese dream of the great rejuvenation of the Chinese nation.Under the guidance of Xi Jinping’s new socialist ideology with China’s characteristics,closely related to the background of the times,based on the relevant theories of the deputies’ performance and their related current research,and using the methods of literature research,comparative study and practical research,the article thoroughly studies the connection between the NPC deputies and the masses of the people at the grassroots level,and probes into the existing process of the current connection between the NPC deputies and the masses at the grassroots level.For example,the ability of deputies to perform their duties is not strong enough,the platform carrier construction is not comprehensive,and the performance supervision measures are not in place,which directly or indirectly leads to the situation that the grass-roots people’s congress deputies have no obvious effect in contacting with the masses and are not closely connected with the masses.Through the research,it is found that the main factors that the grass-roots people’s Congress representatives are not closely connected with the masses,and the effect is not obvious include the influence of the representative structure on the ability of sorting out,the lack of basic guarantee leading to the low enthusiasm of the people’s Congress representatives,the lack of legal basis leading to the absence of supervision,and the lack of the masses’ understanding of the grass-roots people’s Congress representatives,which are mainly reflected in the external and internal factors.In order to find and make up for the existing deficiencies,three representative county-level administrative regions,namely,a county,a district and a city(county),were selected after field investigation and understanding.Their successful practices in contacting the masses by deputies to the basic people’s Congress were summarized,and the enlightenment with universality and feasibility was obtained.Finally,combined with the superiority and advanced nature of the NPC system,and advancing with the times,the corresponding paths and measures to improve the system of linking the masses at the grassroots level are put forward,with a view to improving relevant laws and regulations,optimizing the NPC electoral system,improving the guarantee mechanism for linking the masses,innovating the work style of linking the masses,and improving the ideological understanding and the sound group of the representatives and the masses.The supervision mechanism of the people’s Congress and other work measures will further promote the improvement and improvement of the contact between the people’s congresses at the grass-roots level,promote the continuous development of the people’s Congress system at the grass-roots level,practically promote the continuous progress of the construction of democracy and the rule of law at the grass-roots level,and fully demonstrate the "system self trust".
