Research On Social Organization Participating In Rural Pension Service Mechanism

Since our country entered the aging society in 1999,the aging coefficient has risen year after year.As of the end of 2018,Chinese population aged 60 and over was 249.49 million,accounting for 17.9% of the total population,of which the population aged 65 and over was 166.58 million,accounting for 11.9% of the total population.Zhoushan as an island city,its aging coefficient has been ranked first in Zhejiang Province for 3consecutive years.Among them,the situation of rural old-age care is particularly serious,the rural elderly population accounted for more than half of the city's elderly population,some remote islands aging coefficient reached 100%,become a veritable "Old Man Island." In order to alleviate the rural old-age plight,recent years,Zhoushan Municipal Government promote the "Beautiful Island,Happy Old-age" project construction,emphasizing social participation,actively introduce social organizations to participate in rural old-age services,relying on social organizations to promote the "Guardian Sunset","Silver Age Mutual Assistance" and other projects landing,to achieve social organizations to participate in rural old-age services diversification,supervision and evaluation system,building branding and other results.Based on Zhoushan's investigation,the paper summarizes the results,finds the problems,and puts forward some suggestions to improve the social organization's participation in the rural old-age service mechanism.It is of great practical significance to construct the policy system and social environment of old-age,filial piety and respect for the elderly,to promote the implementation of the strategy of rural revitalization,and to build a community of social governance in which everyone has responsibility,everyone is responsible and everyone has a responsibility.Through the study,it is found that social organizations' participation in rural old-age services mainly has the following difficulties: first,the social organization's participation in rural old-age service is low in professionalism.In view of the above problems,based on the theory of public goods,the theory of new public service and the theory of welfare pluralism,the paper puts forward some suggestions for perfecting the mechanism of social organizations' participation in ruralold-age service:First,improve the mechanism of social organizations participating in the training of rural old-age service personnel;Second,establish the mechanism of social organization participation in the multi-financing of rural old-age service;Third,to open up the multi-directional communication mechanism of social organizationparticipation in rural old-age service;Fourth,to improve the mechanism of social organization participation in the rural old-age service system;Fifth,to deepen the mechanism of supervision and evaluation of social organizations' participation in rural old-age service.
