The 19 th National Congress of the Communist Party of China(CPC)pointed out that the implementation of the rural revitalization strategy needs to "train and make a working team that understand agriculture,love the countryside,love farmers".Township civil servants work in the grass-roots line,is the link between the party and the state and the masses,is the implementation of the rural revitalization strategy of the main participants and promoters,township civil servants stability directly related to the success of the rural revitalization strategy,is an important subject that the government departments need to pay attention to.At present,there are problems in the stability of the township civil servants,such as the township leadership term instability,unreasonable structure of township cadres,township civil servants erosion is serious,the supplementation effect of the township civil servants is not obvious,due to the complexity of the villages and towns accrual,low salary,slow promotion,poor external environment,township civil servants has one batch of unstable group,such as "flying pigeon cadres","have no desire cadres","mom in another place","non-native cadres" and so on,some township governments even appear "hollowing out" phenomenon.As one of the most important talents in the countryside,the outflow and stability of the township civil servants are worthy of attention.Talent is the first resource of rural revitalization.In this paper,in the perspective of rural revitalization strategy,the stability of township civil servants is the research object,by Maslow's hierarchy of needs,two-factor theory,expectancy theory as the research basis,the integrated use of literature research,data analysis,individual interviews and other research methods.Based on the case analysis of C county in the central region,from individual,organization and society three levels to explore the causes of influenced the stability of the township civil servants,and put forward solution targeted,in order to maintain stability of the township civil servants,strengthen rural grassroots talent team,to realize rural revitalization aspects make positive and beneficial exploration.
