Currently,socialism with Chinese characteristics enters a new era.Without the Rural Revitalization,the beautiful Chinese dream cannot be come true.And talents are the important part of Rural Revitalization.Without talents,the Rural Revitalization will not be possible.For villages and towns with basic political power,young officials especially young civil servants who have higher cultural quality shoulder the mission and future of Rural Revitalization.In recent years,the state began to attach importance to select talents under 35 years old for the villages and towns.In the National Civil Service Recruitment Examinations,the state began to increase the recruitment rate of Township Civil Servants.In this way,the state can input fresh blood for the revitalization of villages and towns,and further accelerate the pace of revitalization of villages and towns.However,the reality is that many township civil servants are flowing out of township organs mainly through formal mobilization,temporarily transfer,selection and examination,the minority are running off township organs through quiting.The reasons why many township civil servants leaving villages and towns are because of the recruitment and management system is imperfect,the remuneration package for township civil servants cannot be implemented and safeguarded,the poor working environment of villages and towns,the great work pressure and self--problems.T County which is located in the central plain has been impacted and harmed by township civil servants' flowing out of township organs.The went of these township civil servants is mainly to county and municipal level organs and few people went to provincial organs.The great quantity of the flowing out of township civil servants brings many harmful effects and damages such as the age structure imbalance,the lack of innovation and enthusiasm for working.Aiming at this phenomenon,villages and towns in T County can combine with the actual situation of themselves by taking useful measures such as regulating the recruitment and management system of township civil servants strictly,implementing and improving the remuneration package for township civil servants,promoting the outstanding township civil servants priority,perfecting communication mechanism,improving working environment,enhancing the sense of belonging.After doing these things,the stability of township government can be enhanced,the rural revitalization can be come true early.
