Research On Legal Issues In The Process Of Accurate Poverty Alleviation

2019 is a sprint victory phase for precision poverty alleviation,and a victory phase for the comprehensive construction of a well-off society.However,at the present stage,there is no unified poverty alleviation law to regulate all aspects of the precise poverty alleviation process,resulting in many legal problems in the process of work development.It is an important goal set by the central government to further promote poverty alleviation and development,help the poor and especially poor people across the country to get rid of poverty,improve their quality of life,and build a comprehensive well-off society for all poor people and the country by 2020.There have also been some discussions on the process of rule of law construction,and some measures have also achieved certain results.However,the overall level of precision poverty alleviation is still not high.The inadequate and inadequate legal guarantees for precision poverty have hindered the development of poverty alleviation.The event went smoothly.The purpose of this article is to first analyze the current status of targeted poverty alleviation legislation,and to conduct an empirical study of the general and prominent legal issues that have emerged in the implementation of targeted poverty alleviation in Dali and Yuxi.The same or similar legal issues,according to the current situation of China's national conditions,put forward perfect legal crack countermeasures for poverty alleviation.This article first analyzes the current status of the rule of law construction of targeted poverty alleviation by comparing and analyzing the current laws of targeted poverty alleviation policy and the current status of local poverty alleviation and development regulations.It is found that there is no unified and accurate poverty alleviation at this stage in China.Laws and regulations on local poverty alleviation and development also vary in their standards and priorities.Then,through empirical research on the selected research objects in Dali Prefecture and Yuxi City,the legal problems in the implementation of targeted poverty alleviation were further explored.Then,through the lack of clear law enforcement subjects in the implementation process of targeted poverty alleviation,the precise identification of poverty alleviation objects lacks the guarantee of the rule of law,the security mechanism of poverty alleviation funds is incomplete,the legal mechanism of social organization participation in poverty alleviation is inadequate,the lack of publicity and education on relevant laws and policies on poverty alleviation,and Derived from the poverty alleviation anddevelopment issues,the six major legal issues in the implementation of targeted poverty alleviation are analyzed from the following three aspects: accelerating the pace of China 's precision poverty alleviation legislation,ensuring the efficient implementation of the precision poverty alleviation rule of law system,improving supervision and accountability mechanisms,and judicial relief mechanisms.Cracking countermeasures to solve legal problems in the implementation of precision poverty alleviation.
