Research On The Implementation Problems Of Precision Poverty Alleviation Policy And Its Countermeasures

After the precise poverty alleviation policy became a new starting point for poverty alleviation and development,it has largely alleviated the problem of “getting poor and helping the poor every year” in the past extensive poverty alleviation.However,a series of problems arising from the implementation of the policy have restricted this policy from moving forward.With the gradual implementation of this policy,these problems have also shown a trend of spread,and the impact on the effectiveness of poverty alleviation work has become increasingly obvious.In order to ensure the realization of the goal of poverty alleviation in 2020,how to improve the implementation of accurate poverty alleviation policies has become an indispensable part of the current work.From the perspective of economics,this paper analyzes the harm caused by policy implementation problems in theory and practice,and then proposes reasonable countermeasures and suggestions.This paper mainly expounds the problem from six aspects:Firstly,it discusses the research background and significance of this paper.The meaning includes theoretical significance and practical significance.By analyzing the research status at home and abroad,the research direction of this paper is introduced.The novel points and shortcomings are briefly explained.Second,define the concepts of precision poverty alleviation and policy implementation,and then combine the two to propose a new concept of precise poverty alleviation policy implementation.That is,the grassroots government as the policy implementation department will act as a guide to action based on the precise poverty alleviation policy formulated by the central government.Poverty-stricken households are precisely the target of individual,resource-based localization and accurate poverty alleviation.They make full use of the resources in their hands to formulate specific action plans,namely local policies,for different regions,and organize and implement this plan.Then some theoretical foundations of this paper are proposed,including information asymmetry theory,Smith policy implementation process model and public choice theory.Third,explain the impact of the implementation of the precise poverty alleviation policy on the current social environment in terms of causes,manifestations and hazards.There are many reasons for the implementation of the precise poverty alleviation policy,which can be divided into the fundamental level and the implementation level.The fundamental reason is that the interaction between the subject and the object of policy implementation is notin place,and the reasons for the implementation level are mainly the inadequate supervision and system.defect.Fourthly,from the perspective of game theory,the author analyzes the causes of policy implementation problems at the theoretical level.It is mainly carried out from three aspects,namely,the analysis of the strategic choices of the participants in the precise identification,precise management and capital application.The fifth chapter above is the case of Yanhu Village in Juju County.Based on the field investigation and argumentation,the specific performance and harm of the precise poverty alleviation practice in Yanhu Village,Shangyou County are expounded.The sixth chapter is based on the above-mentioned performance issues to propose countermeasures and suggestions to improve the implementation of precision poverty alleviation policies.
