In recent years,with the continuous improvement of relevant policies and regulations on national civil servants and party and government leading cadres,party organizations at all levels have paid more and more attention to cadre exchanges.The exchange of cadres not only helps to optimize the organizational configuration and work efficiency,but also improves the overall quality of the cadres themselves,and prevents the breeding of corruption.However,at present,the content of cadre exchange,whether it is the exchange target,scope and method,or organizational measures,is still relatively principled.The supporting systems of assessment and evaluation,management supervision,and incentives are not connected,and the operability is not strong.At the grass-roots level,there is a lack of corresponding guidance documents.Based on this background,this article conducts a comprehensive review of the research status of cadre exchanges through theoretical research-status analysis-countermeasures and suggestions,designing a questionnaire for the research on the mechanism of communication among cadres in Minhang District,and research on cadres in Minhang District,Shanghai investigate the exchange work to understand the current status of the rotation mechanism of cadres at grass-roots level.Secondly,the obtained data and results are analyzed,and the problems and causes in the rotation mechanism of cadres in Minhang District are analyzed.In the end,it draws on the experience and practices of cadre talents at home and abroad for exchanges,and proposes countermeasures to improve the exchange mechanism of cadres at grass-roots level in Minhang District.It not only provides first-hand practical information for enriching the cadre exchange system,but also provides targeted suggestions for carrying out cadre exchange in Minhang District,Shanghai.The article investigates the communication of cadres at grass-roots level in Minhang District,Shanghai.Through statistical analysis,it is found that Minhang has some good practices in the field of communication of cadres at grass-roots level,but there are still some problems that limit its further development,For example,ideologically units and individuals still have concerns about cadre exchanges,lack of continuous tracking and understanding in procedures,and the closed-loop management of cadres' adaptation and growth after exchanges has not yet formed.There are reasons at the conceptual level as well as system-level and implementation-level reasons.This article analyzes the cause of the problem in depth,and borrows from the exploration and practice of the exchange of cadre exchanges in Changning District of Shanghai and Tongling City,Anhui Province,as well as the relevant experience of foreign civil servant exchanges.From six levels of concept,system,organization,cultivation,process,and incentives,countermeasures and suggestions for improving the rotation mechanism of cadres at grass-roots level were put forward.
