China’s ancient leaders have been more emphasis on the young cadres construction,to strengthen the training and selection of young cadres, optimized the leadership team and the structure of cadres has been an important part of the personnel system reformation. As the ethnic minority autonomous county, and the key county of national poverty alleviation and development, Qinglong Manchu Autonomous County’s transportation was relatively inconvenient, and weak of economic foundation, hard working environment in rural area.Especially in some remote towns, the situation is more complex, young cadres can not recruited, unable to retain, can not got reused was the particularly prominent. This article starts with the definition of young cadres, we analyzed and summarized the basic characteristics of young cadres at the grass-roots level, and the importance of training and selecting young cadres at the grass-roots level,investigated and analyze of the current work of training and selecting young cadres in Qinglong Manchu Autonomous County.Through of literature research, survey, interviews, quantitative analysis and other methods to analyze the problems and causes in training and selecting young cadres in the county,we formed the ideas and methods of how to strengthen the work of training and selecting young cadres in the County.Through the survey found, the county’s training and selecting of young cadres working was lack of talent resources, standby model needs to be optimized, the pattern of curing serious, young cadres’ rooted consciousness is not strong, and other issues. In view of the problems, combined with the situation, we put forward the measures and suggestions of how to improve training and selecting of young cadres working, how to construct the effective training and selecting mode, set up a positive orientation of emancipating in our mind, to form a good long-term mechanism of optional combination and the establishment of young cadres’ big data information management platform, based on the actual, to explore a conform to the economic development in mountainous areas,adapt to the mode of training and selecting young grass cadres characteristics, provides reference and decision-making for Qinglong Manchu Autonomous County and othersimilar regions of young cadres training selection, for the work of training and selecting young cadres, to promote the county’s economic and social development of science.
