Study On Government Behavior Optimization In Geographical Indication Product Protection

Geographic indications protection products are characteristic products containing local natural resources and human history.To protect and develop geographical indications products well can not only promote the development of local agriculture,but also is an important measure to implement the strategy of "rural revitalization" put forward by the Nineteenth National Congress."Biluochun is drunk with a hundred miles of fragrance and a good season of spring".As a protection product of geographical indications in Wuzhong District,Dongting Mountain Biluochun is a beautiful "business card" for the development of modern agriculture in Wuzhong.How to protect and develop this geographical indication protection product well,how to further improve the core competitiveness of industry and how to promote the sustained increase of farmers’income is an important subject to be studied at present.In the specific research process,through literature research and comparative analysis and other research methods,combing the relevant research results at home and abroad,combining with the theoretical basis of public goods and new public services,this paper theoretically clarifies the classification of local government’s behavior in the protection of geographical indication products,mainly including system guarantee,quality control,guidance of associations and industrial development.On this basis,the local government behavior in the protection of Biluochun Mountain in Dongting District of Wuzhong District is analyzed by case study.By means of questionnaire survey,the main existing problems are sorted out,such as the lack of implementation rules hindering the progress of work,the lack of effective technical means to identify foreign tea,the role of trade associations is not prominent,and the lack of motive force for the development of tea industry.The main reasons lie in the blank of management system,insufficient investment in scientific research,weak support of industrial policy,etc.In order to better explore the way to optimize the government’s behavior,this paper analyses the practices of Anji county government in protecting and developing Anji white tea,and puts forward suggestions for improvement based on the experience and Enlightenment of Anji white tea,including improving the system,strengthening quality and safety control measures,establishing traceability system,guiding the association to play an active role through administrative guidance,and strengthening the development of tea industry.Support,thereby strengthening the brand building of Biluochun tea industry in Dongting Mountain,speeding up the transformation and upgrading of tea industry in Wuzhong District and healthy and sustainable development.
