Study On The Government Behavior In The Protection And Development Of Agriculture Products Geographical Indications In Pujiang County

The development of agricultural geographical indication industry has become an important way for China’s regional characteristic economic development.The organic integration of relevant functions by the State Intellectual Property Office has adjusted the government management system of geographical indications in China,improved the protection and management level of geographical indications of agricultural products,and changed the situation of multi head law enforcement.The signing of the China EU agreement on geographical indications marks China’s firm position on the protection of geographical indication products.When the protected geographical indication products enter the market of other countries,they can be protected at a high level.It will also bring good economic benefits to the majority of farmers,agricultural cooperatives,agricultural product processing enterprises and dealers behind the industry and provide impetus for regional economic development.This paper takes the specific government behavior in the protection and development of geographical indications of agricultural products in Pujiang County as the research object,and discusses the government behavior combined with specific cases.Through consulting materials and field interviews,this paper analyzes the problems existing in the government behavior of Pujiang County government departments in the process of participating in the protection and development of geographical indications of agricultural products,such as inconsistent management departments,poor brand construction effect,mismatch between fiscal and tax policies and local industries,loopholes in market supervision,insufficient attention to brand use,inadequate implementation of agricultural training policies,weakening the role of trade associations,and tries to explore countermeasures and suggestions for optimizing government behavior,This paper puts forward some measures to strengthen the use and management of fiscal and tax policies,enhance the industrial pertinence of fiscal and tax policies,strengthen the quality management of core production areas,do a good job in brand publicity,enhance the public service ability of industrial associations,strengthen administrative protection,and further promote the cultivation of agricultural talents,so as to provide some references for Pujiang County local government to implement government behavior in the protection and development of agricultural geographical indication industry.
