Venture Philanthropy is a new type of public welfare financing mode,which applies the concept of "venture capital" in the commercial field to the public welfare field,supports the development of social organization's ability with the thinking of "investment" and enhances its social influence.Venture Philanthropy activities rose in the United States in the mid-1990 s,and then spread across the European continent.In 2006,with the establishment of NPP and Shanghai Non-profit Incubator(NPI)as symbols,Venture Philanthropy was transplanted to China.In 2009,Shanghai Civil Affairs commissioned NPI to launch the "Shanghai Community Venture Philanthropy Competition",which is the first time for local governments to test Venture Philanthropy.In recent years,in the practice of purchasing services,local governments have generally adopted the way of Venture Philanthropy.It can be seen that Venture Philanthropy was originally a financial instrument innovation of social influence investment.After coming to China,it was used by local governments as a means of purchasing public services.Then,it is questionable whether the service provided by Government-led Venture Philanthropy belongs to public service or charitable services? Although cooperation between government and social forces has become a common phenomenon in the field of public service,there are still significant differences between public service and charitable services.Confusing the differences between the two is not conducive to the construction of public service system,nor to the healthy development of charitable services undertakings.Firstly,on the basis of defining public service and charitable services,this paper constructs a service attribute analysis framework of government-led Venture Philanthropy.Secondly,case analysis method is used to select the case of Venture Philanthropy in W District of Wuhan City.Using the data of Venture Philanthropy for four years from 2014 to 2017,the participants,operation process and service content of Government-led Venture Philanthropy in W District are sorted out.Then,the service attribute of Government-led Venture Philanthropy is analyzed by taking W District Government-led Venture Philanthropy as an example.Finally,the service attributes of Government-led Venture Philanthropy are explained.Through the comparative analysis of public service and charitable services,this paper constructs the service attribute analysis framework of government-led public service venture capital from five aspects: source of funds,main body of supply,object of service,content of service and mode of supply.Finally,it finds that the service provided by Government-led Venture Philanthropy is mixed,that is,it has characteristics of public service and charitable services at the same time.Finally,the mixed attributes of Government-led Venture Philanthropy are explained,and the possible adverse effects of confusing the differences on the development of public services and charitable services are analyzed.This paper holds that Government-led Venture Philanthropy is the product of insufficient development of public services and charitable services undertakings in China.With the improvement of the public service system and the maturity of the charitable services system,they will cooperate on the basis of division of labor.The Government-led Venture Philanthropy will also complete its historical mission and return to the essence of influential investment tools.Charitable services undertakings will become pioneers of social innovation and explorers of public services.Some achievements of social innovation may be transformed into public services.Charitable services undertakings will be a powerful complement to public services.
