On The Institutional Construction Of China's Venture Philanthropy

Venture Philanthropy.Founded by Rockefeller III in the 1970 s,it is a concept and method of using venture capital instruments to support the Social Purpose Organization(SPO).In the beginning of the 21 st century,public venture capital came into China with the trend of social innovation in foreign countries.A large number of social capitals have entered the field of venture capital ventures one after another.At the same time,under the direction of cultivating and developing social organizations,local governments,especially the civil affairs departments,have shown great interest and enthusiasm for the public interest venture industry,making public interest ventures become grassroots social governance and governance.The social and policy innovation model has been rapidly spread.China's Venture Philanthropy capital participation is rapidly growing,and the scale of funding is also expanding.However,because it is a new thing,the role of public venture in social governance innovation has not received widespread attention from the Chinese government,bilateral funds,and other market players,and it has been highlighted as the phenomenon of Wild West.The chaotic state of repeated attempts by individuals,organizations,and foundations has affected the effectiveness of public ventures.The special nature of public ventures in pursuit of social goals and the high degree of participation in the operation of investment objects have determined that they need a more robust social network.How to promote the establishment of a cooperative relationship among the social players of the players is an indispensable part of the charitable cause and social investment field.It is an issue that needs urgent solution.This paper compares the practice and problems of the developed countries in Europe and the United States with regard to the practice of venture capital investment for many years,and combines the current situation of operation and practice in China.It has been found that both public-profit ventures led by social forces in Europe and the United States and public-government ventures led by China cannot fully exert the full effect of public ventures.It is believed that the further development of the charity venture capital needs to rely on a stronger network,more sound legal norms and protection,and with the help of the government's formulation and improvement of laws and regulations related to public interest venture capital,it is implemented into civil affairs departments directly related to the charity venture capital investment.Combine the social experience of European and American public ventures to analyze the development and research direction of China's Venture Philanthropy investment.
