A Case Study Of Chengdu Chenghua District Government Promoting Venture Philanthropy

With the rapid development of my country’s economy and society,innovating social governance,transforming government functions,and building a service-oriented government have become the basic requirements for the modernization of national governance.The people’s increasing demand for services and yearning for a better life have brought important challenges to the Chinese government in providing public services.The government has gradually transformed from the traditional public service "producer" role to the "authorizer" of public service production.Since the beginning of the 21st century,the government’s use of "Venture Philanthropy" to purchase public services has been promoted nationwide,and national and local policies have been issued one after another.However,at this stage,there are many problems such as unequal relations between purchasers,insufficient ability of undertaking entities,irregular purchase procedures,and imperfect supervision and evaluation mechanisms.How the government improves the level of public services through the philanthropy model has research value.This article focuses on the case of the Chengdu Chenghua district government promoting venture philanthropy from 2015 to 2020.Firstly,I sorted out domestic and foreign related research on "Venture Philanthropy" and "Government Purchase of Public Services",based on the theory of multi-center governance theory,principal-agent theory,and nudge theory,using literature research methods,case analysis methods and other research methods,Conduct a systematic study on this case.The study found that the Chenghua District Government of Chengdu has typical and promotional value in promoting philanthropy:one is to encourage diversified philanthropy investment to promote the representation of multiple subjects,and the other is to be a demonstration of efficient social goal-oriented and sound supervision and evaluation mechanism.,The third is to cultivate the foresight of incubating social organizations to improve the quality of public services.On the basis of relevant theories and literature,the author analyzed the background,decision-making process,specific practices,main focus and effectiveness of the Chenghua District Government’s promotion of venture philanthropy.Then conduct empirical research and theoretical analysis from the three core factors of "diversified public welfare investment","efficient social goal orientation",and "cultivating social organizations".Based on the above research work,the author puts forward opinions and suggestions on the government’s promotion of venture philanthropy to improve the level of public services.It is necessary to create an environment for purchasing services and promote the participation of multiple entities: formulate and improve policies for purchasing services,optimize the procedures for purchasing services;increase investment in diversified public welfare resources,and establish stable partnerships.It is necessary to improve the supervision and evaluation system to promote the disclosure of purchase information: establish a purchase service information platform to enhance the degree of information disclosure;balance the evaluation index system and strengthen the supervision and evaluation of the whole process.It is necessary to build a resource sharing platform to promote the development of social organizations: intensify the cultivation of social organizations,focus on the coordinated development of organizations and individuals;enhance the profitability of social organizations,and promote the sustainable development of organizations.
