A Case Study On The Implementation Of Targeted Poverty Alleviation By The Mei Gu County Government Of Liangshan Prefecture

Since the nineteen Party Congress,the precise poverty alleviation work has been developing vigorously and rising to the national strategy.Since 2013,the academic circles have carried out research on precision poverty alleviation,and so far,has formed rich academic achievements.Scholars have their own views and understanding on precision poverty alleviation,and the research of theory and practice is constantly improving.In practice,the state has divided the poverty-stricken areas,such as eighteen successive poverty-stricken areas,592 national poverty alleviation key counties and fourteen poverty-stricken areas.These poverty-stricken areas are classified according to the actual situation,most of which are the settlements of ethnic minorities,the geographical location is remote,and the characteristics of poverty are also diversified.Mei Gu county belongs to the poverty-stricken areas of Liangshan.It is a populated area of ethnic minorities,with a large population of Yi nationality.Under the influence of the national precise poverty alleviation policy,the poor population in Mei Gu county has been greatly reduced,but there are still some problems in the work of poverty alleviation.This research takes the "precision poverty alleviation implementation of the government of Mei Gu County in Liangshan" as the research object,and introduces the methods of literature,case study and investigation into the case analysis.At the same time,it explores the case by using the new public service theory,income distribution theory and pluralistic co governance theory.The introduction section introduces the background and significance of precise poverty alleviation,and has achieved great success after six years’ work.However,there are still some deficiencies in poverty alleviation in poverty-stricken areas,and there are still some problems in the subject,system and mechanism of poverty alleviation.Taking Mei Gu County as a case,this research analyzes the key elements of the government’s leading role,multiple subjects,operation and management mechanism,analyzes its important role,precise practice and highlights,and then puts forward experience and enlightenment,that is,strengthening the role of government led in precision poverty alleviation,introducing multiple subjects,promoting joint efforts to accurately help the poor,and establishing and improving the operation management mechanism of poverty alleviation.The system further clarified the value of accurate poverty alleviation case study in Mei Gu County,Liangshan,and provided practical experience for other poverty-stricken areas to help the poor.This research summarizes the theory and practice of precise poverty alleviation in Meigu County,summarizes some problems,such as extensive poverty alleviation methods,single main body,vicious circle of poverty,imperfect operation and management mechanism,and then draws lessons from the implementation of precise poverty alleviation,which provides theoretical and practical support for precise poverty alleviation in other poverty-stricken areas.The implementation of precise poverty alleviation in Meigu County has achieved great results,which has great enlightenment significance to the national poverty alleviation work.2020 is the year of building a well-off society in an all-round way.In the remaining year,the poverty alleviation work will continue to complete the poverty alleviation goal and make a good summary of the work,so as to promote the orderly development of precise poverty alleviation work.
