In the new era,the targeted poverty alleviation is highly valued by the party and the state.The report delivered at the 19 th National Congress of the Communist Party of China made it clear that we should resolutely win the battle of poverty alleviation and let the poor people and areas enter a moderately prosperous society in an all-round way with the whole country's pace.We should mobilize all the energies of the whole Party and the whole society,adhere to targeted poverty alleviation and poverty alleviation,and ensure that by 2020,the rural poor people will be lifted out of poverty under the current standards of our country,and all the poor counties will be solve the regional overall poverty and achieve true poverty alleviation.However,at present,there are few poverty alleviation departments,lack of poverty alleviation work and institutions,especially the selection of poverty alleviation cadres in villages is not accurate,and the management mechanism of poverty alleviation cadres in villages is not perfect,resulting in the uneven ranks of poverty alleviation cadres in villages,It greatly affects the accuracy of poverty alleviation work and hinders the progress of China's realization of a well-off society in an all-round way.Therefore,improving selection and management mechanism of poverty alleviation cadres in villages is conducive to improving the overall quality of poverty alleviation cadres in villages and promoting the progress of targeted poverty alleviation work in China.Under the background that poverty alleviation has entered the decisive stage,this paper research on the selection and management mechanism of poverty alleviation cadres in villages in the targeted poverty alleviation,adopts the methods of literature research,interview and comparative analysis,and takes the management of the selection of poverty alleviation cadres in villages in the targeted poverty alleviation of District B in city A as the chief source,through the collect a large number of documents on the selection and management of targeted poverty alleviation,poverty alleviation cadres in villages and cadre selection,interviews with organization system personnel,selection units,poverty alleviation cadres in villages,poverty alleviation teams,supported units and other groups,compares the relevant situation of poverty alleviation cadres in villages.This paper focuses on two aspects of the in the selection mechanism and management mechanism of selection and management mechanism,concludes that problems in the selection and management mechanism: first,the overall quality of the poverty alleviation cadres in villages need to be improved.Second,the selection of poverty alleviation cadres in villages should pay more attention to the want of supported units.Third,the training is not targeted and fails to achieve the effect of putting learning into practice.Fourth,the promotion rate of poverty alleviation cadres in villages still needs to be improved.The main reasons including: first,there are few means of selection and lack of high-quality professional cadres.Second,the grass-roots organization is tense and busy,so it is difficult to select and designate poverty alleviation cadres in villages.Third,the information is asymmetric,Fewer sources of cadres,it is difficult to select poverty alleviation cadres in villages.Fourth,it is difficult to deal with work and learning,and the effect of training is not good.Fifth,there are few ways to motivate cadres,and there are not enough punishment methods.Therefore,this paper puts forward the following suggestions:first,pay attention to investigation,comprehensive and in-depth understanding,select poverty alleviation cadres in villages accurate and scientific.Second,we should carry out classified assessment,pay attention to promotion and appointment,and motivate poverty alleviation cadres in villages.Third,we should strengthen training,innovate case teaching,improve the quality of poverty alleviation cadres in villages.Fourth,strengthen supervision,highlight daily management,and focus on the management of poverty alleviation cadres in villages.The suggestions provide a certain reference for improving the selection and management mechanism of poverty alleviation cadres in villages,and play a certain role in promoting the quality of poverty alleviation cadres in villages and completing the task of poverty alleviation with high quality.
