Research On The Problems And Optimization Strategy Of Public Service Purchase In Grassroots Government

The government purchases services will directly transfer the services that the government should be responsible for providing to the public and the need to perform their duties through purchase to the social forces.Along with the high speed of our country’s economy and society and the increasing demand of people for material culture,the public demand for public services has increased,and it has shown the characteristics of diversity and variety.Since the 18 th National Congress of the Party,the Central Committee has conveyed the signal that "everything that society can do well can be done by the social forces as far as possible and efforts should be made to form a joint force to improve public services." Since then,the government has purchased public services.Starting from developed regions,governments and functional departments at all levels have gradually begun to innovate and practice the mode of public service supply that is monopolistic and single-subject to the mode of collaboration and participation of government and enterprises.Therefore,we should further study the relevant theories of the government’s purchasing of public services,and find out the problems in the purchasing process and purchasing mechanism.It is of great practical significance for building a harmonious socialist society to improve the level of social management.This paper puts the point of view and research on the grassroots government,that is,the township,which is the most basic administrative level unit.First,it expounds the concept related to the government’s purchase of public services and analyzes the current situation of public services at the grassroots level.Then we introduce the case to describe and analyze the basic practice of the basic government purchasing public services,study the problems and causes of the grassroots government purchasing public services,and finally put forward the countermeasures and suggestions for the grassroots government purchasing public services.It is hoped that from this point of view,it can provide some reference for improving the government’s purchase of public services.
