Study On Problems And Countermeasures Of Government Purchase Of Public Services

With the development of the domestic economy and social progress,the Chinese government has started to vigorously carry out the purchase of public services in order to better provide effective social public services for the people,and build a service-oriented government through the act of purchasing public services,which plays an important role in enhancing the administrative efficiency of the government,improving the quality of public services and building a harmonious society.Since the mid-to late-1990 s,the government of China has applied the purchase of public services to individual economically developed regions,and the purchase of social public services by the government has continued to advance in depth,and the types of services involved have become richer and richer,basically covering all aspects of the daily life of society.This article investigates the purchase of road traffic facilities cleaning services in central urban areas by the traffic management detachment of the N city public security bureau through literature research and research methods,using principal-agent theory and quasi-market theory as the theoretical basis.This paper analyses the purchase of road traffic facilities cleaning services in the central city by the traffic management detachment of N city public security bureau based on the existing government purchase content,constructs the theoretical framework of this paper,and based on this framework,elaborates on the problems and causes in the government purchase,and proposes improvement measures.According to this idea,the paper is developed in the following five parts.The first part is the introduction,which analyses the research background and significance of government purchase,a review of domestic and international research,research theories,research methods,ideas,innovations and shortcomings of the article.The second part is a study of the purchase of road traffic facilities cleaning projects in the central city by the traffic management detachment of the N city public security bureau.The main modes of public service purchase by the N municipal government are analysed,as well as the main purchasing body,the undertaking body,the government monitoring mechanism,and the effectiveness of this government purchase case.The third part is a study of the problems of the purchase of public services by the N city government.The fourth part analyses in detail the reasons for the existence of problems in the purchase of public health services by the N government.The fifth part analyses the measures to improve the purchase of public services by the government.Finally,the article concludes that the research on the purchase of public services by the government in China needs to be further developed.Through the case analysis of N municipal government’s purchase of public services,this paper puts forward targeted scientific,reasonable and efficient improvement measures to further deepen and improve the inevitable demand of N municipal government’s purchase of public services.N the city government should strengthen the public consciousness of the public,expand public participation,establishing and perfecting the supervision and evaluation mechanism,improve the level of supervision and management,optimize enterprise internal management,perfecting the corporate governance structure,improve the ability of the government management,gradually formed a perfect mechanism of government purchasing public service system,to provide the residents in N high quality public services.
