In recent years,new changes have taken place in China's policy environment,economic environment,and education environment.Under the new situation,the traditional contradiction of relying solely on the provision of education services by government departments and the diversification of educational needs has become increasingly prominent.In order to adapt to the changes in educational needs in the new era and to change the supply of educational products and services,new supply methods led by the government to purchase educational services have emerged as the times require.The government's purchase of educational services refers to a form of government agencies that have signed an agreement with social mediators to purchase education services to achieve the goal of providing quality educational services in order to better meet the educational needs of the public.The "Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Comprehensively Deepening Reforms" passed in April 2013 pointed out that it is necessary to adjust the educational power and educational interest structure and separate and reform education management,education,and evaluation;the State Council promulgated in September 2013.“Guiding Opinions on the Government's Purchase of Services from Social Forces”,the introduction of this opinion provides specific provisions for the implementation of government procurement services;in July 2016,the Shenzhen Municipal Government promulgated the “Measures for the Administration of the Purchase of Educational Services for Publicly-owned Primary and Secondary Schools in Shenzhen”.From the national top level system design level to the introduction of a series of local policy documents,Shenzhen public primary and secondary schools started to purchase education services.The basic education in Shenzhen has undergone a long period of development.At present,it has become one of the cities where the compulsory education in China has achieved a balanced development.However,judging from the current development practice,there is still a sharp contradiction between the supply and demand of educational services.There is a lack of degree provision in public elementary schools in Shenzhen,and the phenomenon of large class sizes still exists.The quality of educational services lags behind that of developed cities.In order to solve the contradiction between the supply and demand of education services,Shenzhen Municipal Government has promulgated the "Measures for the Implementation of Educational Services for Public Schools in Shenzhen City." L Primary School is a public elementary school with a history of several decades in Shenzhen City.The teacher-student ratio in L primary school is 1:19.8,and the average class is 48.The gap of full-time teachers is obvious.After implementing the "Measures for the Implementation of Education Services for Publicly-owned Primary and Secondary Schools in Shenzhen," L Primary School has now transformed the supply of services in teacher services,curriculum services,and logistics services.After a year of development,it has achieved certain results.Certain problems.Therefore,the study of L primary school purchase education services is generally representative of Shenzhen.This article starts with introducing the current situation of Shenzhen Public Primary School-L primary school purchase education service.Through the author's interviews and survey questionnaires,the main problems existing in the implementation of purchasing education services in L primary schools are sorted out,and the causes of the problems are summarized through interviews and questionnaires.At present,the problems existed in the education services of L schools are mainly reflected in the following aspects: First,there is a lack of uniform standards for the quality of purchased services;secondly,schools with legal disputes arising from the purchase of education services are struggling to deal with them;and third,there is a lack of scientific evaluation for the purchase of education services;Fourth,the effect of purchasing service personnel is not good;Fifth,there is rent-seeking space in the process of purchasing services.The main causes of the problems are: First,lack of effective policy support;Second,the lack of a scientific evaluation system;Third,the lack of a system of regulatory mechanisms;Fourth,there are geographical restrictions on the immature market development;Fifth,the lack of fair mechanisms.Combining problems and causes of problems The following suggestions have also been put forward in this paper.The first is to construct an appropriate policy system for the purchase of educational services for schools,to provide a sound institutional guarantee for the school to purchase educational services,and second,to provide effective support to the suppliers of educational services.And guidance,and ultimately the formation of brand effect;Third,the introduction of third-party supervision,increased supervision,the formation of a two-way regulatory force,and the appropriate introduction of third-party assessment of power;Fourth,the establishment of effective competition mechanism for the "purchase of education services market" escort;The fifth is to treat teachers engaged in educational services fairly and improve teaching quality.
