The Research Of The Management About Government Purchase Of Public Services

The procurement of public services of the government, as a new model of public service delivery, is an innovation of the government management system to adapt the market economy and government reform organization. Government procurement of public services is conducive to enhancing the quality of public services; and to some extent, to reduce the cost of supplying public services. Therefore it is of great significance of for building service-oriented government, and to promote the equalization of public services, etc. In recent years, under the promotion of government reform, the governments around the country are actively exploring the practice of procuring public services. Many of the governments have made remarkable achievements, and gained a lot of experience. Meanwhile, it is a relatively short time of the government procurement of public services in China. In addition to special conditions, institutional, management philosophy and the development of China’s market economy, there are still some problems which lead to the difficulty of practicing government procurement of public services. It is urgent to deal with the problem of how to manage government procurement of public services.By the procurement from the landscaping company, flower seedlings and individual project teams, the Taiyuan County government has expanded the area and improved the quality of landscaping and has improved the environment each year. Therefore, it is of important reference of Taiyuan County government’s procurement of greening construction.Based on the theoretical study of government procurement of public services and summaries of typical experiences of urban development at home and abroad, this thesis takes the greening construction of Shanghai County as an example. The thesis makes analysis of the current management problems and reasons of shanghai County and therefore, puts forward specific proposals. Through the analysis of the above-mentioned problems of the establishment of mechanisms for the government the thesis raises the system of procurement of public service management. Finally, the thesis is summarized and noted deficiencies.
