A Research On The Strategy Of Promoting Refinement Of Social Governance

In recent years,with the rapid development of urbanization and industrialization,China has made great achievements in economic development,at the same time,social contradictions and social problems have become more and more complicated.Social governance is to solve a series of problems related with the people involved in scientific education,culture,health,employment and other aspects,reviews the traditional social management,although it can resolve the problem in a certain extent,the coordination of social relations,maintaining social stability,but its form is too coarse,governance experience,will inevitably lead to management in the "last mile" problem,reduced the effectiveness of governance.The fifth Plenary Session of the 18 th CPC Central Committee proposed the strengthening and innovating social governance,promoting refinement of social governance,constructing social governance pattern of universal sharing,which indicates that the refinement of the governance situation has up to a new level and height.Refinement of social governance pay more attention to accurate,comprehensive governance,detailed,strict and sensitivity to people in reality needs and interests oriented,do sensitive responded to social risk control in a timely manner,and to coordinate social relations,resolve social conflicts,promote social fairness and justice,maintain social stability.Social governance is not to subvert the previous governance,but in the new height of development to re-examine the governance situation,in order to use fine thinking to make up for the defect of previous governance and the shortage,to reduce management costs,to improve the effectiveness of governance,to share governance achievements.This paper uses theory research method,combined with the method of system theory,analyzing the historical process of the development of social governance and social governance process to refinement change,comparative analyzing of the differences in social management,social governance and refinement of social governance,and the connotation of Connotation of refinement of social governance.Under the new situation,to promote refinement of social governance is facing favorable conditions,and also facing a real challenge,in this environment,seeking to promote social governance mechanism of refinement,from the concept of governance,responsibility,method,process and evaluation and other aspects.To seek the feasibility path on a people-oriented basis construction pattern of multiple subjects governance,deepen resident autonomy,promoting the refinement of social governance to multiple center,multiple subject transformation of governance structure.using the "Internet governance" thinking to promote the construction and using of large data network management platform,improve risk warning and prevention capabilities,security standardization process and operation technology governance by law,improve people's livelihood,to provide people with life satisfaction.With Hangzhou,Wuhan,Qingdao and other places of refinement social governance under the governance mode and study on the rich experience of governance,promoting the process.To Point out the role and position of multiple subject transformation of social governance under the new situation through this study,to explore the deepening and innovation of governance mechanisms and governance strategies in social governance based on the past,to promote social governance to accelerate the development of the fine direction.
