inevitable for the elderly who are in social vulnerable groups.As the earliest area of China’s ageing population,Shanghai has a wide range of ageing populations.At the same time,it faces the severe trend of declining family structure,empty nesting,lack of independence,and disability.Shanghai actively promotes the construction of a livable community for the elderly.Requires the introduction of street social resources,the construction of integrated community services for the old service center,the integration of all aspects of endowment resources,improve the overall utilization of resources to meet the elderly "one-stop" to enjoy a variety of old-age care services.At this stage,Shanghai’s community is integrated into the construction of an old service center.Most of them use the community care for the elderly and is stillinseparable from the support of the government.There is still a long way to go to develop pluralistic subjects to participate in community-based care on this,this paper proposes to further improve and promote the "Public-built Private-operated" community care service model.The state and the government must provide legal protection,guarantee the legal status of “public construction and private ownership”,ensure the openness and transparency of the cooperation model,and provide personnel protection for the community’s aged care services.The operating organization should take its own non-profitability as its starting point to improve its own operation and management level.Quality of service,the introduction of scientific and technological means,and strengthening of community medical services.At the same time,on the social level,we will strengthen the guidance of public opinion,promote the participation of multiple entities in the community,and realize the sustainable development of the “public-built private-operated” community aged-care services mode.
