Research On Government Regulation Of Publicly-built Privately-operated Pension Institutions In Kunming City

As an important carrier of social endowment,Publicly-built privately-operated pension institutions shoulder the social "support" function of public pension institutions and the realistic requirements of improving service efficiency and quality.While the Publicly-built privately-operated pension model has achieved a series of achievements,there are also deviations from the functional orientation of institutions and the decline in the quality of pension services,and the government supervision process also exposed the imperfect supervision mechanism,single supervision means,formal supervision and supervision compromise.This paper takes The Demonstration Center of Comprehensive pension Service in Guandu District of Kunming City and Xishan Comprehensive Welfare Home as the specific research object.Centered on the research core of government supervision,this paper adopts interview method,on-site observation method and literature research method to analyze the current situation,existing problems and causes of government supervision of Publicly-built privately-operated pension institutions in Kunming City.The first part summarizes the development process and regional differences of Publicly-built privately-operated pension institutions in China,and analyzes the development status of many Publicly-built privately-operated pension service models including Kunming pension institutions,so as to clarify the necessity of government supervision of Publicly-built privately-operated pension institutions.The second part,starting from the five aspects of kunming government’s supervision system,supervision content,supervision methods and means,division of responsibilities among supervision subjects and public participation,provides insight into the status of title and combination among government supervision systems of Publicly-built private-operated pension institutions in Kunming,and provides guidance for the cause analysis of problems existing in subsequent government supervision.The third part summarizes the main problems existing in the supervision of Kunming government and reveals the deep-rooted causes of the series of supervision problems,that is,weak supervision consciousness,poor supervision system,lagging supervision idea and insufficient information disclosure.Fourth part aimed at the problems of government regulation,proposed from strengthen supervision consciousness,clarify the supervision main body responsibility,clear supervision system three aspects improve the government administrative supervision efficiency,at the same time based on responsive regulatory perspective,insight into design response,in shaping,wisdom,coordination and close supervision four angles of the specific optimization strategy to promote the formation of responsive government regulation.In view of the lack of evaluation index system of Publicly-built privately-operated pension institutions,AHP was used as quantitative research method to analyze and construct the evaluation index system,including the establishment of hierarchical model,the establishment of judgment matrix and consistency test,so as to provide a reference tool for kunming Publicly-built privately-operated pension institutions to explore professional and systematic government supervision.Then promote the Publicly-built privately-operated pension institutions and private in-depth promotion of the aging cause.
