With the progress of China's industrialization and urbanization and the rapid development of the market economy,more and more young peasants have stepped into cities to improve their living conditions and start their own businesses.However,they were forced to leave their minor children in the rural areas to be entrusted with guardianship and care for their loved ones because of unfixed work and the impact of objective conditions such as household registration and education,resulting in a large number of left-behind children in rural areas.Left behind children in rural areas due to the growth of the lack of parental care and care,in life,learning,education,psychology,safety and other aspects of the existence of different levels of development.As an important part of public management in the social transformation period,the healthy growth of left-behind children in rural areas requires not only the guidance of government policies but also the promotion and education through the rule of law to mobilize the power of all sectors of society and care for the left-behind children in rural areas.This article takes the survey of the care service system for rural left-behind children in Lanling County as an example to analyze the existing foundations,deficiencies,and causes of the care service system for rural left-behind children.By referring to the experience of care for children left behind in home and abroad,combining the theory of public management,from the perspective of resource integration,this paper researches on the Construction of a Sound Caring Service System for Rural Left-behind Children.Efforts should be made to establish a multi-participatory mechanism of government-led,group collaboration,school-based,family responsibility and social participation so as to effectively create a concerted effort to create a good environment for the healthy development of left-behind children in rural areas.
