| Along with the urbanization and economic and social development,the parents of the native rural families go out to work,resulting in left-behind children as a special vulnerable group.Compared with non-left-behind children growing up in normal family environment,due to the long-term lack of parents’ companionship and family warmth,left-behind children often have loopholes and deficiencies in physical and mental health,life security,personal safety,compulsory education and other aspects,especially with autism,anxiety,anger and other psychological characteristics of the mental health risk is increasingly enhanced.The problem of left-behind children has become a social problem that the whole society has to face and solve.In recent years,the number of left-behind children in rural areas is large,so how to further improve the plight of rural left-behind children and strengthen the care and protection of rural left-behind children has become increasingly urgent.Jieshou City is located in the border zone of Henan and Anhui,to export labor as the main way of economic income,the labor force base of migrant workers is large,considering the cost of living and other reasons,have to leave the children in their hometown by the elders to take care of,the problem of left-behind children is more serious,urgent need for care and love.By selecting several representative towns,adopting the method of questionnaire survey and field interview,collecting and sorting out the existing problems of social care for rural left-behind children in Jieshou City,and in-depth analysis of the causes of the problems.At the same time,it uses the welfare governance theory of multi-subject collaborative governance and the new public service theory to put forward feasible suggestions from the multi-subject level of government care,organization care,family care and school care.The research results show that although Jieshou City actively implements relevant policies,provides material assistance to families of left-behind children in rural areas,and strengthens care and protection efforts,there are still problems in the care of left-behind children,such as insufficient play of government assistance function,immature development of social organizations,weakening of the role of family of origin,lagging school education mode,and imperfect coordination mechanism of multiple subjects.Therefore,in order to improve the level of care and care for left-behind children in rural areas,it is necessary to make full use of the concept of welfare governance,strengthen the effective supplement of the community and promote the active participation of social organizations under the basic protection responsibility of the government.In addition,it is also necessary to strengthen the responsibility of family and school education,so as to build an interactive paradigm of multiple subjects.In order to promote the better solution of social care services for rural left-behind children. |
