Embedded Autonomy:the Community Integration Of Migrant Communities

Taking an administrative village named A,which located m the urban fringe of Shanghai,as an example,this research introduces embedded autonomy as the framework to analyze the causes,operation mechanism and results of migrants' self management order in A village.Based on the empirical research,the article puts forward suggestions on how to implement the community integration and construct a benign governance order m migrant communities.The study points that the imbalance between govermance needs and the lack of local governance abilities is the main driving force for the birth of "embedded autonomy".The village committee embeds through the organization,institution and resources,while the migrant population anti embeds through acquaintance network,community ethics and migrant elites,which constructs a new public sector and achieves a positive interaction with the migrant population.But due to the unequal power status and structural obstacles,the migrant self management organization is not really accepted by local govermment and only seen as an effective tool to relieve local govermance pressure.The condition that migrants,who do not have hukou,are excluded from the urban governance system and have to construct their working and living order in private sphere hasn't been changed fundamentallyThe rural-to-urban migrants,who are regarded as the target of regulation and control,actually,have self management capabilities and they could build the benign management order.Through the "embedded autonomy",local govermance constructs a public sphere to achieve the positive interaction with the migrants in A village,called "the third realm",which doesn't belong to the existing administrative structure and grassroots organizations independently,but has the nature of the two The key of“embedded autonomy,is the spontaneous participation in the community,so the administrative embedding should focus on how to cultivate the community autonomy abilities.Based on this study,the researcher suggests that the local govermance should build the“third realm”,establish institutions to guide and regulate reasonably,cooperate with community elites and shape community culture,really playing a role as the helm.
