A Study On The Problems And Countermeasures Of Embedded Community Pension Institutions

Facing the aggravation of the population ageing in our country,how to provide for the aged has gradually become a hot topic in today’s society.Faced with the problem of how to provide for the aged,many people express confusion and worry about the future.The defect of relying only on family members to support the elderly gradually exposed,it is difficult to conform to the social development direction.In 2017,the State Council promulgated the 13th Five-year Plan for the development of China’s undertakings for the elderly and the building of its old-age care system,stating that China will continue to improve its old-age care service system,the specific content is based on home,community-based,institutions as a supplement,combined with medical care.In recent years,people’s needs for old-age care in the coming years have been developing and changing.The community"embedded"old-age care institutions have the advantages of home,community and institutional care for the aged,embedding specialized services that institutional care can provide into the community,providing day care as well as long-term and short-term residential services for the elderly,and so on,provide a new way of thinking for solving the traditional problem of providing for the aged,and rely on its unique advantages in the future will play an important role in the elderly service.As a new type of institution for the aged,the community "embedded" institution for the aged has strong vitality and satisfies the diversified needs of the aged,but it is in the primary stage of development,there will be a series of problems during the initial period.In this paper,the empirical research method is used to investigate the elderly in Dalian and the embedded community-based elderly care institutions,through questionnaire survey,on-the-spot visit,on-the-spot investigation,we know Dalian old people’s view to the community embedded nursing home and the development present situation of the community embedded nursing home.From the perspective of the elderly,through questionnaires and interviews,starting with the basic information of the elderly,family situation,health status,pension needs of four parts,to understand the current attitude of the elderly in Dalian towards community-based embedded care facilities.From the perspective of embedded community institutions for the aged,this paper summarizes the development status of embedded community institutions for the aged from six aspects:the source of funds,the facilities for the aged,the service content,the service personnel and the social organization.Based on the results of interviews,this paper analyzes the difficulties faced by the embedded community pension institutions and analyzes the causes.Through the understanding of the development practice of community pension service institutions in Britain,Germany,America and Japan,this paper provides important guidance for the development of community embedded pension institutions in China.Based on this,this paper puts forward some suggestions for realizing the sustainable and healthy development of the community embedded old-age institutions,including strengthening the publicity of the community embedded old-age institutions,enriching the sources of funds,optimizing the service staff,to improve the supply and demand of old-age services,so that the community embedded old-age institutions can get better development.The innovation of the research lies in the community embedded old-age care institutions are currently at the initial stage of development.Relevant scholars in China mainly study them from the perspectives of advantages,development models,etc..This paper mainly starts from the current situation of the community embedded old-age care institutions,based on the investigation and research,this paper points out the existing problems in the concrete practice,analyzes the causes,and looks for the improvement measures.The deficiency of the research is that the investigation scope is relatively small,it is a case study,and there are some problems such as the research method is simple and the demonstration is not deep enough.
