Research On Evolution Logic And Governance Path Of NIMBY Group Events

Since the 1870 s,a series of fierce conflicts caused by the location selection of NIMBY facilities have attracted public attention and academic research upsurge in developed countries in Europe and America.Along with the progress of industrialization and urbanization in China,people’s living standard has been greatly improved,the society has entered a period of rapid tranformation,the adjustment of socio-economic structure has been accelerated,and conflicts have been caused by the continuous differentiation of interests.Therefore,and society has entered a period of high risks.With the rapid economic development,the demands for public facilities such as waste incineration plants,prisons,airports,communication stations,chemical plants,and nuclear power plants have increased.Meanwhile,the existence of negative external influences of such facilities is likely to trigger NIMBY group protests.The arrival of the new media era has promoted the spread of the NIMBY phenomenon across the country,bringing challenges to government governance and becoming a hot topic of academic research.Through the analysis of 46 typical NIMBY group events,it is found that the construction of polluting NIMBY facilities is the main inducement of NIMBY group events in China.At present,the NIMBY of nimby group events in China is relatively stable,and the occurrence area is relatively concentrated,while the governance ability of the government needs to be improved.Most of the NIMBY group events ended in the suspension or relocation of the project,which not only led to the waste of social resources invested in the early stage,but also had a negative impact on the credibility of the government to a certain extent.This research attempts to introduce stakeholder theory and risk field theory,combined with typical cases,in order to analyze the evolution logic of NIMBY group events.Firstly,it classifies the stakeholders of NIMBY group events into three types:definitive stakeholders,expectant stakeholders,and latent stakehoulders.Then analyzes their different interest demands.Secondly,it discusses the specific risk field of NIMBY group events,which is mainly composed of the source of risk,the involved actors and the available resources in the field.Thirdly,it comprehensively analyze the behavior logic of the stakeholders of NIMBY group events in the risk field: in the face of unknown risks of NIMBY facilities,the anxiety promotes the local residents to mobilize through social relations,leading to the publicity of conflicts among core stakeholders,then the competition for the right to speak amongstakeholders promotes the development of group events.Finally,it summarizes the four-stage evolution of NIMBY group events,namely the latent stage,the outbreak stage,the continuous stage and the subsiding stage.Based on the specific analysis of the evolution logic of NIMBY group events,the comprehensive governance path of NIMBY group events is targtedly put forward.Firstly,comprehensively use monetary compensation methods and non-monetary compensation methods to promote the standardization and institutionalization of interest compensation.Secondly,from the perspective of risk management,the government departments should reasonably manage the site selection and construction of NIMBY facilities and improve their risk governance capabilities,mainly through three procedures of risk assessment,risk communication and risk warning.Thirdly,the government should standardize the behavior patterns of four interest groups in the risk field,including local residents,operating entities,opinion leaders and mass media.Finally,a sound group conflict prevention and control system should be established by promoting citizen participation in decision-making,enhancing government response capabilities and improving legal system construction.The research results enrich the theory of NIMBY group events governance,expand the application scope of stakeholder theory and risk field theory,provide a new research perspective and method for the academic research of NIMBY group events,and have certain practical significance for the governance of NIMBY group events.
