Research On The Evolution Path Of Chinese Nimby Conflict

At present,there is a high incidence of NIMBY conflict events in our country,which is a hidden danger for the social stability and orderly development.Therefore,it is necessary to carry out theoretical research on NIMBY conflict and its governance in order to provide theoretical support for the practice of NIMBY conflict.However,the existing studies mainly focus on the basic theory,causes,effects and governance of NIMBY conflict,and the research on the causes of NIMBY conflict is only a general discussion on its macro causes and institutional background,and there is no empirical research on the mechanism and evolution path of NIMBY conflict.This paper applies the literature survey method and case study method.By tracing and inheriting the theory of adjacent NIMBY conflict,and combining with the typical case of Guangzhou Panyu waste incineration Power Plant,this paper explores that the evolution path ofChinese neighborhood NIMBY conflict is divided into three stages,namely,potential stage.stage of occurrence and development.The potential stage of neighboring NIMBY conflict is the formation of the consciousness of residents’ victims,which is manifested as "perceptual conflict" with the government.,and "anti-builder alliance" is coming into being;As for the potential stage of conflict avoidance,residents are manifesting potential conflicts in a form of open protest.,as a result of "behavioral conflicts" with the government,and the conflict between the two sides is widening and escalating;There are usually two trends in the development phase of NIMBY conflict.One is that the government is pressured by the protest actions taken by the residents at the stage of occurrence to adjust its policy and ease the contradictions between the two sides.The other one is that the government’s negative response induces its neighbors to enter a new potential stage of NIMBY conflict.The development path that causes the neighbor to avoid the conflict to fall into the small circle.Thirdly,according to the different behavior of different subjects in the three stages of adjacent NIMBY conflict evolution path,this paper summarizes the specific problems existing in the process of the development of adjacent NIMBY conflict government,citizens and third party organizations in China.Finally,from the potential phase of NIMBY conflict from the source of governance,the process ofthe process of governance,the development phase of the disposal of the three aspects of the Chinese approach to avoid conflict.
