According to a survey on the government website,the total number of people over 60 years old at the end of the 13 th five-year Plan is 243 million.It is estimated that the elderly population will reach 300 million at the end of the 13 th five-year Plan,accounting for about 20 percent of the country undefined total population.This means that the number of elderly people in our country seriously exceeded the standard,the aging society has arrived.The arrival of the aging society brings us new challenges and problems to deal with the problem of old-age care,which requires us to deal with it actively in the future development.The existing old-age models in rural areas of our country are mainly divided into three types: family pension,institutional pension and community-based old-age model.With the development of urbanization and the influence of family planning policy,the old-age model in rural areas of our country is mainly divided into three types.It leads to the weakening of the role of family pension at the present stage;The institutional pension is restricted by its level of development,rural family economic level,traditional concepts and other factors,the role is also very limited;As a new thing,the mode of community-based old-age support is very suitable for the characteristics of rural society.It caters to the current needs of the elderly in rural areas,and can fully combine the advantages of family and institutional old-age care.Of course,there are still various problems in the old-age mode of community home in the rural society of our country,which need to be observed and analyzed one by one.This article takes the rural community home pension model as the thinking object,carries on the theoretical analysis to it,and carries on the carding to its practice present situation,combined with the overseas and our country countryside current community home old-age mode beneficial experience,This paper discusses the development and perfection of the old-age model in rural communities in China.First of all,from the overall concept,this paper makes a theoretical analysis of the rural community-based old-age model in China,mainly including the definition and characteristics of the rural community-based old-age model,and distinguishes it from other concepts that are easy to be confused.In addition,the meaning,advantages and disadvantages of different old-age models in rural areas of China are defined and analyzed horizontally,so as to form a clear understanding of various old-age models and to highlight the superiority of community-based old-age model in rural areas.Then it points out the factors that influence the effect of the old-age mode in rural community,summarizes and refines the factors,points out how to produce the influence and what kind of influence,and lays the foundation for the later discussion.By comparing the advantages and disadvantages of the old-age models in the rural areas of China,this paper puts forward the feasibility of implementing the model of community-based old-age support in the rural areas of China,and points out that the characteristics of the model of community-based old-age support are very suitable for the present situation of China undefined countryside.Catering to the needs of the elderly in rural areas at this stage,there are obvious advantages.Secondly,discover the problem and of the old-age model in rural communities of our country,this paper analyzes the community-based old-age model in the United States,Germany and Japan and points out the enlightenment to our country.In addition,this paper also analyzes the current model of community-based old-age support in rural areas of our country,and summarizes the practical experience of "pioneers" in rural areas of our country,in order to provide a useful reference for the gradual popularization of the old-age model in rural communities of our country.Finally,a conclusion is drawn,this paper puts forward a series of suggestions to promote the improvement of the old-age model in rural communities.From the government,the society and the law three levels,put forward the concrete consummation measure.The government should give full play to its subjective initiative,clarify the responsibilities of the governments at all levels,actively introduce social forces,and guide the diverse subjects to participate in the improvement of the mode of providing for the aged in rural communities.At the same time,we need to establish the legal system of social security as soon as possible so as to provide specific and clear legal provisions for the mode of old-age care in rural communities of our country,and bring it into the track of legalization and standardization.
