Since the party's 18 clearly put forward the implementation of innovation-driven development strategy,China has entered an important stage in building an innovative country.Under the steady development of economy,the bottleneck of labor force,environment,capacity and resources is becoming more and more prominent.In order to provide strong kinetic energy for the sustainable development of the economy,the transformation of the country has been forced by the situation,through the power of innovation to build an innovative country has been an inevitable choice.Knowledge is a top priority in innovation.As the ownership of knowledge,intellectual property rights are also crucial to the protection of the right,and the perfect system and mechanism can provide incentives and protection for it.Since the promulgation of the National Intellectual Property Strategy in 2008,the development of intellectual property rights and the achievements made have been visible to all.Its laws and regulations are gradually improving,the ability to create and apply,the protection situation is increasing,the social environment needed for its construction has been greatly improved,and its social awareness has also been significantly enhanced.But there are also issues that cannot be ignored that come to the fore.The decentralized administration of intellectual property rights is not strong in administrative law enforcement,and there is still a lack of public services.Promoting the development of intellectual property rights depends on the strength of the whole society,in order to achieve the development of intellectual property rights,the Government must bear important In the creation,use,protection,management and service of intellectual property rights,good institutional management and public services need to rely on the strength of the Government to provide.It is important to promote the development of intellectual property rights with the help of government public services,so as to accelerate the drive of innovation.2016,under the authority of the State Council,in accordance with the "Sichuan Province system to promote comprehensive innovation reform test implementation Plan",Sichuan in the national first Test,attracting attention to patents,trademarks,copyright centralized and efficient comprehensive management of intellectual property system reform,in this context.The new Pidu intellectual Property Office was born,andas one of the pilot units for the reform of Chengdu,Sichuan Province,Pidu district,through the "Three for one",the patent,trademark,copyright and other functions in the science and technology sector,market and quality supervision departments,cultural departments,the integration.Focus on solving the integrated intellectual Property Services,imperfect institutional mechanisms,lack of effectiveness of law enforcement,incomplete service capacity.As well as the support for strategic development is not strong enough and insufficient,such as outstanding problems,to solve the constraints of its development bottleneck.This paper analyzes the case study of the promotion of intellectual property comprehensive services in Chengdu's Pidu District,and uses the theories of new public services and synergy theory to analyze the Pidu District Government based on 1.Integrate the administrative functions of patents,trademarks and copyrights;2.Integrate the administrative law enforcement functions of patents,trademarks and copyrights;3.Establish a window,a platform,a law enforcement team and other key factors.The comprehensive intellectual property service system and development experience in line with regional realities and Chengdu characteristics.It provides important theoretical and practical support for the promotion of comprehensive intellectual property services in Sichuan Province and even other local governments.
