Urban and rural public service development strategy refers to the overall planning and strategic positioning of public service development goals,public service resource allocation and supply modes in urban and rural areas based on the characteristics of urban and rural socio-economic structure and people’s needs.The urban-rural public service development strategy constitutes an important part of the urban-rural development strategy.Since the founding of China,especially the reform and opening up,along with the continuous evolution of the national urban and rural development strategy and the process of urban-rural relationship changes,China’s urban and rural public service strategy has also shown a multi-stage dynamic evolution feature,which has experienced from the early segmentation,different strategic stages such as disparity,co-ordination and equalization.At present,the focus of country’s urban and rural public service strategy is at a critical stage to achieve the goal of basic equalization.According to the "Thirteenth Five-Year Plan for Promoting Equalization of Basic Public Services" issued by the State(Guo Fa [2017] No.9),it is proposed that by the end of 2020,education,labor,medical treatment,target areas such as support and living have achieved the overall strategic goal of equalization of basic public services.However,when the goal of equalization of basic public services is initially achieved,and after entering the post equalization period,the development of urban and rural public services in China will face new strategic orientation requirements.The 19 th National Congress of the Communist Party of China put forward the strategy of Rural Revitalization and urban-rural integration in the new era,which objectively points to the innovative direction of integration of urban and rural public service strategy.Therefore,exploring the proposition of integrated development of urban and rural public services not only has a certain theoretical frontier,but also has important practical significance.Based on the background of promoting the integration of urban and rural areas in the new era,this paper makes an exploratory study around the new theoretical proposition of the integration development strategy of urban and rural public services.The framework of the paper is as follows: firstly,it summarizes the theory of urban-rural relationship,the theory of institutional change and the theory of public goods;secondly,by using the method of institutional change and historical analysis,it sums up the types of strategic stages of urban-rural public service development in China since the founding of the People’s Republic of China.This paper analyzes the historical logic of the Phased Evolution of the development strategy of urban and rural public services,and then puts forward the theoretical hypothesis of the integrated development stage,and further explains and analyzes the theoretical system of the integrated development of urban and rural public services.Based on the static and dynamic dimensions,this paper interprets the connotation,significance and target orientation of the integrated development of urban and rural public services;with the change of public service demand in the process of urban and rural integration as the core,it discusses the content,supply mechanism and strategic choice of the integrated development of urban and rural public services in four levels,namely,livelihood maintenance,risk guarantee,economic development and good life;finally,it explores This paper discusses the obstacle factors that restrict the integration development of urban and rural public services and the countermeasures.
