Given that imposing incentives on civil servants is conducive to both improving the working efficiency of civil servants and uplifting the level of public management,the Law of the People’s Republic of China on Civil Servants and other laws and regulations have made meticulous postulations over incentives on civil servants.Enacted by the General Office of the CPC Central Committee,Opinions on Further Motivating Civil Servants to Shoulder New Responsibilities and Make New Contributions in this New Era sets certain requirements on the code of conduct of civil servants in accordance with the new time background and behavior guidelines.As a city in Sichuan,Wanyuan borders on Shaanxi and Chongqing,and is lagging behind in economic development,where the outflow of civil servants is increasingly severer and the incentive system fails to realize expected effects.To redress and strengthen the current incentive system is not only the inevitable need for enhancing civil servants’ morals,but also the final goal of improving administrative efficacy and economic social development of Wanyuan.In the meanwhile,the research of incentive system for Wanyuan civil servants is of certain referential meaning to those areas with the similar realities.With Porter-Lawler’s Model of Comprehensive Motivation as the basis of theoretical research,and Skinner’s Reinforcement Theory,McClelland’s Achievement Motivation Theory and Adam’s Equity Theory as the groundings,by way of questionnaires and interviews,problems in Wanyuan civil servant incentive system and their causes are studied,upon which optimizing measures are designed accordingly.This article is divided into six parts: the first being an introduction,telling about the significance and background of the research,the current research situation,as well as the research objectives and the various approaches and technical routes of the research.The second part is an elaboration on such important and basic concepts as Porter-Lawler’s Model of Comprehensive Motivation,Skinner’s Reinforcement Theory,McClelland’s Achievement Motivation Theory and Adam’s Equity Theory.The third part analyzes the circumstances of Wanyuan civil servant incentive system,as well as the problems and causes of such system.The fourth part introduces the experiences of incentive system for civil servants from other cities and areas.The fifth part goes to the optimization proposals and suggestions,with scientific incentive theories as the basis and successful experiences of civil servant incentive system of other areas as the references,in a bid to set up feasible,operable improvement strategies.The sixth part is the conclusion for this article,which summarizes themain idea of the above-mentioned parts.
