Civil servants are the foundation and key to fulfilling various functions of the party committee and government and managing public affairs.Among them,a relatively large proportion are grassroots civil servants who face the masses and contradictions,accounting for more than 60% according to statistics.The working environment of civil servants at the grassroots level is generally more variable and complex,and they need to face pressure from the masses and the frontline.Phenomenon such as resignation and slackness have fully aroused the entrepreneurial spirit of the civil servant at the basic level,which has caused widespread concern and thinking.At present,there are many studies on performance evaluation and incentive system of civil servants at home and abroad,but there are few researches on the process and situation of the performance evaluation and incentive effect of civil servant at the basic level.The research,to further understand the views and needs of civil servant at the basic level on performance evaluation,and enhance the incentive effect of performance evaluation,has a certain significance for inspiring the entrepreneurial spirit of the grassroots civil servants group to improve their work stability and management effectiveness.This paper analyzes and researches the incentive effect of civil servants at the basic level in Luojiang District,Quanzhou City through questionnaires.A total of 134 questionnaires were distributed and the following conclusions were drawn from the questionnaire analysis: The incentive effect of the performance evaluation of civil servants at the basic level in Luojiang district.There are problems such as insufficient personal ability and cognition of work,little impact on rewards and penalties for performance evaluation,performance evaluation results that can not truly reflect work effectiveness,and inadequate implementation of performance evaluation results.Based on the Porter-Lawler comprehensive incentive model,this paper summarizes the factors that affect the performance evaluation incentive effect of civil servants at the basic level in Luojiang District,Quanzhou City as a limited understanding of the performance evaluation incentive function and the performance evaluation program is not scientific and comprehensive,and there is no effective incentive implementation system.Finally,it proposes targeted countermeasures,improves the cadre’s ideological understanding and ability quality,increases the performance evaluation rewards and punishments,optimizes the performance evaluation program,enhances the use of performance evaluation results,and effectively improves the incentive effect of civil servants’ performance evaluation.
