Study On The Stability Mechanism Of The Petition Work In The City Of Guiyang

As a way to express aspirations,petition letter is a right for the public citizens,but it is also a channel for the government to hear the public opinions so as to better serve the people.However,in the current society,some social contradictions are increasingly prominent,which lead to the rapid growth in workload of petition work.At the same time,the scope of petition work is increasingly extensive,ranging from the simple municipal complaints to the deep-seated interest disputes,such as the complex land acquisition work.Unfortunately,those contradictions pose a certain threat to the stability and unity of society.As can be seen,the current stability mechanism of petition work cannot satisfy its needs,therefore,it is an urgent task to improve and optimize the existing stability mechanism of the petition work.Taking the city of Guiyang as an example,this paper analyzes its current stability mechanism of the petition work,and summarizes its existing problems based on working practice and related cases.The existing problems in Guiyang can be describes as: the public citizens believe in petitioning rather than the law,the mechanism of petition work remains not updated for years,the petition workload increases massively while the working efficiency remains low,also,the lack of coordinationmechanism.In-depth analysis in this paper shows the root causes of these problems include: the quality of the petition working staff is not uniformed,the social environment of law is not established,the mechanism of the petition work is not optimized,and the petition work reform is not fully implemented.Based on these analysis,this paper proposes corresponding suggestions from four aspects to improve the stability mechanism of the petition work in Guiyang: first,improving the judicial mechanism of the petition work,second,establishing the administrative mechanism of the petition work,third,implementing the supervision mechanism of the petition work,last but not in the least,optimizing the coordination mechanism of the petition work.These proposals will contribute to build a harmonious relationship between the government and the public,to maintain the stability and unity of the society,so as to promote the development of the society.At the same time,the conclusions of this paper can be referenced in other cities and regions for the improvement of the stability mechanism of the petition work.
