Study On Difficulties And Strategies Of The Petition Work In Yueyang City

The petition work has always been an important task of our Party and government.It plays a very important role in solving contradiction, maintaining social stability,implementing right supervision, understanding the society and public opinion,facilitating the decision-making process scientific and rationalization, improving itsability and level, consolidating and maintaining the ruling position of the ChineseCommunist Party. However, due to the petition system has defects, the difficultiesand problems faced in the petition work are also more prominent. For example, thenumber of letters and visits has increased enormously; the form of the petition hasbeen developed and the trend of the extreme has enhanced; the re-select the right ofthe petition agency is light and the function is dislocated; the leadership plays adecisive role in promoting the petition work; the decision of the petition lacks ofauthority and so on. Faced with this situation, how to reform and innovate the petitionwork, and make the petition work to adapt to the changing situation and the needs ofthe mission, which is a significant and urgent issue that the Party committees andgovernments at all levels, especially for the petition agency and the staff of thepetition should face. On the basis of analyzing the status of the petition work ofYueyang city and describing foreign relevant working experience, the author putforward measures for resolving actual difficulties confronted by the petition work,such as reforming and improving the existing petition system, establishing andimproving the interests of the expression and communication channels, establishing ascientific mechanism of the petition work, speeding up the process of the rule of law,and improving the quality of the people.
