Study On The Optimization Of Petition And Stability Maintenance Work In Y Town,Nanping City

The report of the 20 th National Congress of the Communist Party of China proposed to smooth and standardize the channels for the expression of people’s demands,interest coordination,and rights and interests protection,and improve the grass-roots governance platform supported by grid management,refined services,and information technology.The work of maintaining stability through letters and visits is an important platform for the Party and the government to listen to the voice of the people and gather public opinion,and also an important part of doing a good job of mass work.As the main front of maintaining stability at the grass-roots level,the grass-roots government undertakes the major task of maintaining social stability at the grass-roots level.In recent years,governments at all levels have made many attempts and efforts to control and solve the problem of maintaining stability of letters and visits at the grass-roots level.Although some achievements have been made,it has also caused the work of maintaining stability of letters and visits at the grass-roots level to run under pressure for many years,which has always been to solve the symptoms rather than the root cause.Nanping City,Fujian Province,is located at the northernmost point of Fujian Province and at the junction of Fujian,Zhejiang and Jiangxi provinces,commonly known as "North Fujian".In recent years,in the process of accelerating urbanization and rural revitalization,various conflicts of interest and social contradictions have become increasingly prominent,and the number of grassroots letters and visits has remained high for years.In the context of the severe situation of letters and visits in the city,although the work of maintaining the stability of letters and visits in Y Town of Nanping City has been fruitful,the number of letters and visits has always been increasing.Every year,it needs to consume a lot of human,material,financial and energy in maintaining the stability of letters and visits,which is a very representative and reference town in the city.This paper takes the stability maintenance work of letter and visit in Y Town as the research object,uses the social governance and social conflict theory,uses the literature research method,case analysis method,and questionnaire survey method to sort out and summarize the effectiveness of the stability maintenance work of letter and visit in Y Town,and analyzes the main outstanding problems in the stability maintenance work of letter and visit in Y Town.First,in the implementation of the main responsibility for maintaining stability,the cadres are not responsible and do nothing,the staff’s awareness of the rule of law is weak,and the stability maintenance team’s professional ability is not strong;Second,the implementation of daily work system in the construction of the letter and visit stability maintenance mechanism was not in place,the guidance of supervision and assessment was biased,and the implementation of policies was difficult to put in place;Third,the construction of intelligent letters and visits lags behind the construction of online visiting service platform,the lack of high-quality talents to maintain stability in letters and visits,and the low integration and sharing rate of data resources.The paper draws on and develops the "Maple Bridge experience" of the new era and puts forward four optimization countermeasures and suggestions: first,improve the main capacity of government letters and visits to maintain stability;Second,promote and improve the working mechanism of letters and visits to maintain stability;The third is to innovate the multiple governance model of letters and visits to maintain stability;Fourth,accelerate the construction of smart letter and visit service platform to promote the grass-roots government to improve the standardization,refinement and informatization level of the work of maintaining the stability of letters and visits,help the grass-roots government to solve the difficulties of the work of maintaining the stability of letters and visits,and ensure the stable development of the grass-roots society.
