Research On The Difficuities And Countermeasures Of Traffic Law Enforcement In Handan

The phenomenon of difficulties in law enforcement is widespread in the field of public administration and is one of the important issues that need to be resolved urgently.At present,the social and economic development of Handan is rapid with the expanding urban area and growing population,and the increasingly complex of traffic grid.The development of the city and the demands of the people have put forward more and rigorous requirements for the traffic police and the phenomenon of difficulties in law enforcement by the law enforcement department is more prominent as well.This article analyzes and studies the difficulties and countermeasures of traffic law enforcement in Handan,and has certain reference significance for alleviating the law enforcement dilemma,improving administrative efficiency and building a harmonious police-civilian relationship.Firstly,the article clearly defines the concept of traffic law enforcement from the perspectives of broad and narrow sense,and elaborates the content of traffic law enforcement.It summarizes the three special characteristics of traffic law enforcement: normative,multi-factor and multi-stage,and makes a distinction between traffic law enforcement and other administrative actions.This article introduces three theoretical tools for studying traffic law enforcement-window breaking effect,administrative organization theory,and legal administration theory,which lays a foundation for the article to explain the difficulties of traffic enforcement in Handan and analyzes the reasons.Secondly,the article briefly describes the urban traffic conditions and the main measures and achievements in the traffic management in Handan in recent years;introduces the contents and methods of traffic enforcement in Handan;points out the negative evasion of law-breakers,the weakening of law enforcement credibility,the excessive coverage of law enforcement facts by the news media,the alienation of rights in the law enforcement process,and the inability of law enforcers to protect their legitimate rights.Thirdly,this article analyzes the reasons for the existence of the traffic law enforcement dilemma in Handan;the legal concept of the public has not been perfected and improved;the conditions for the enforcement of law enforcement rights are too strict and narrow;the ability to deal with the lack of news media is insufficient;the construction of law enforcement personnel needs to be strengthened;the legitimate rights of law enforcers cannot be effectively guaranteed.The article applies literature research method,comparative analysis method,investigation research method,case analysis method and other research methods to point out the difficulties of traffic enforcement in Handan and analyze the causes.Finally,drawing on the advanced experience of traffic enforcement at home and abroad,combining with the actual situation,this article proposes governance strategy to strengthen the publicity and education of the legal system,avoid the lack of comprehensive law enforcement settings from multiple perspectives,improve the media response abilities,strengthen the regularization of law enforcement personnel,and guarantee the legitimate rights and interests of law enforcers comprehensively.
