Research On The Anti-law Governance Of Guangzhou Traffic Police Enforcement

During the time when Guangzhou traffic police monitor the routine enforcement these years,they usually need to deal with lots of accidents and take risks such as obstruction,abuse,pulling,beat and so on with serious encroachment cases such as violent attacks toward police sometimes happening,which brings normal enforcement more pressure.The reason why anti-law behavior will exit is wide-ranging.In terms of anti-law governance,Guangzhou traffic police have the problem of improper enforcement itself as the administrative core;besides,the problem of cooperation between government branches,role played by social organizations and news media reports and so on also affect the result of anti-law governance.Aiming to improve the level of anti-law governance ability during monitoring routine enforcement of Guangzhou traffic police as well as offering theoretical reference and scientific suggestions,this article draw lessons from the research accomplishment all over the world,apply study method of document research,investigation,comparative analysis and individual analysis,try to summarize the present situation of anti-law behavior and governance in the public administration perspective,inductively analyze the present problems,search for the problems and root causes of the different governing subjects,with relevant concepts distinguished and specific statistics and cases of anti-law governance situation happening when Guangzhou traffic police monitor the routine enforcement as the object of the research.Through researching and analyzing the experience of anti-law governance of traffic police all over the world,combining my experience on working in Public Security Traffic Safety Administration,the article will come up with the solution and suggestions in the public administration perspective.Chapter One introduces the background,meaning and present situation of the research,and illustrates the method,the way of thinking and innovation in the article.Chapter Two gives the idea of the relevant concepts about traffic police governance and anti-law behavior and relevant theory used in the article.Chapter Three summarizes the present situation and reasons of traffic anti-law behavior in Guangzhou as well as the present situation,problems and reasons of anti-law governance in Guangzhou.Chapter Four analyzes the experience of traffic police anti-law governance all over the world.Chapter Five offers the proposal and suggestions to anti-law governance of Guangzhou traffic police in five aspects including strengthening the core position of traffic police branch in anti-law governance,promoting other administration branch to cooperate to govern anti-law behavior,supporting social organizations and market bodies to play a more important role in the anti-law governance,strengthening the impact of the media's correct opinion on anti-law governance,strongly encouraging the public to participate in the anti-law governance cooperation.
