In In recent years,with the rapid development of social economy and the continuous improvement of people’s living standards,China’s road traffic has also made great progress.In his nineteen major reports,General Secretary Xi Jinping pointed out that the main contradiction in our society at this stage has been transformed into the contradiction between the growing needs of people’s life and the uneven development.As an important part of social public management,road traffic management is also faced with the contradiction between the growing needs of the people and the unbalanced development of road traffic management at this stage.As the functional department of road traffic management,especially the front-line police as the main executor of traffic management,the traffic police have direct contact with the majority of traffic participants in the process of law enforcement,obviously feel the increasing difficulty of law enforcement,and even face threats from traffic offenders,such as abusing,tearing and beating,collision and rolling,etc.,which infringe on the legitimate rights and interests of traffic police and the law enforcement style Insurance is on the rise.At the same time,with the enhancement of people’s awareness of legal system and procedure,and the individualization and differentiation of discourse power in the new media era,the supervision of traffic police law enforcement is becoming more and more daily and popular.The conflicts in the process of law enforcement are easy to become the focus of public opinion and bring new challenges to the law enforcement of traffic police.If the above problems can not be properly handled,it will not only bring a considerable degree of negative impact to the current stage of traffic management,but also restrict the long-term development of traffic management and even the whole social public management.This paper takes the city C where the author works as an example,combined with the relevant theoretical knowledge of public management,from the perspective of traffic managers,in-depth investigation and study of the current situation and problems of traffic police law enforcement,and from the perspective of the object and subject to analyze its causes and impact.It is found that there are many problems in the process of law enforcement by the traffic police in city C.for example,the infringing acts that damage the traffic police often occur,the residents refuse to accept punishment,push and pull,threaten to abuse and use motor vehicles and other tools of violent collision are prominent.90% of the traffic police have personally experienced or their colleagues and comrades in arms have experienced the damage of law enforcement rights and interests,of which refusing to accept punishment accounts for the most High,followed by pushing and pulling;traffic police law enforcement internal management training mechanism is not perfect;traffic police law enforcement rights and interests protection satisfaction is insufficient,only 23.5% of traffic police think that traffic police law enforcement rights and interests protection is satisfied;the public awareness of law-abiding is weak,affecting social security behavior.This paper makes an in-depth analysis from the perspective of the object and the subject,which is mainly manifested in the following aspects: the accumulation of social contradictions,misleading public opinion on law enforcement;non-standard traffic infrastructure and unreasonable structure;unclear legal system boundary and light conviction and sentencing.The main reasons are as follows: unreasonable allocation of police resources,imperfect organizational structure,deviation of angle guidance and low standard of law enforcement.Finally,combined with the analysis of the problems and causes in the process of urban traffic police law enforcement in C City,this paper puts forward countermeasures and suggestions on the governance of traffic police law enforcement dilemma from the aspects of publicity and education,resource allocation,legal norms,rights and interests protection,team building and information innovation,so as to promote the harmonious and sustainable development of the whole social public management.
