Since the 18^th national congress of the Communist Party of China?CPC?,the CPC led by Xi Jinping has attached great importance to corruption issues.Cracking down on both tigers and fliers is the necessary segment for China's Political Ecological Construction in the transition period.Prior to this,affected by the internet technology,the gradual recovery of civil rights awareness,and the impediment of realistic anti-corruption paths,many netizen exposed official corruption through social media such as forum,post and micro-blog,Which are called “online anti-corruption”.It means that people use internet to fight corruption.With the development of the era,the Chinese government has paid much attention to the internet communication and has become concerned about online public opinions.In the “online anti-corruption”,it's no longer just a state of being forced to respond.On the contrary,the government is actively building anti-corruption platforms,grasping rules of internet communication and laying emphasis on anti-corruption's information disclosure,having education about anti-corruption.The “Online anti-corruption” has been transformed from “private leading” to “official leading”,forming “Public Power Online anti-corruption”.The opening of the website of the Central Commission for Discipline Inspection?CCDI?is a landmark event.This paper takes the Central Commission for Discipline Inspection as a research object to analyze its operational mechanism,the value,the predicament of “online anti-corruption” and give some related solutions in the last chapter.This article arguesthat the establishment of official platforms is a primary step for the CCDI online anti-corruption.Since 2013,the CCDI has formed a large-scale dissemination and anti-corruption system that integrates “the official website,APP,Wetchat and Toutiao”.Citizens can participate in anti-corruption issues,supervise and report official corruption using these platforms,which makes the message from privates can easily heard by the government.The CCDI publishes information through the platform,which contribute to the voice from official can timely heard among common people.In addition,anti-corruption education is also due to the CCDI anti-corruption efforts.The CCDI focuses on anti-corruption content,creating subjects that highlight party spirits,propagate cultural and setting up themes of typical characters.At the same time,the CCDI absorbs multiple expressions to consolidate the user's stickiness consisting of technological communication,metaphorical communication closed to people' s life,and stabilizing the spread of hot spots.Combined these measures the CCDI online anti-corruption not only fosters a culture of integrity,but also enhances democratic efficiency,strengthens and demonstrates China's efforts and achievements in promoting the rule of law.The Central Commission for Discipline Inspection's online anti-corruption is operated in the whole social system,which is inevitably affected by itself and the external environment.It brings certain difficulties to the network anti-corruption,including the technological difficulties about “digital divide” and the information security,some communication dilemma that the platform and the content of expression needs to be improved,the dissemination of coverage also needs to be promoted.When people are interacting,a lot of situation such as “out of focus” “other noise interference” “limited interaction” exist.How to protect the rights of whistle-blowers and reported persons in the internet anti-corruption is another thing needs to be considered.In view of these troubles,this paper believes that it can be resolved from the following aspects.First,the government should improve different kinds of regional infrastructures to reduce the “digital gap” and re-enforce the technological innovation to protect information.Second,the CCDI ought to perfect itsplatform making it more humanized,use more interesting and attractive expression forms to expand the spread influence,and strengthen media cooperation to form the spread resonance effect of “strong relationship” and “weak relationship”.Third,the CCDI can solidify the mutual trust with citizens to build a cooperative and interactive mode,to cultivate the rational consciousness of participants by educating and to focus on the mining of popular feelings so that could make plans for a rainy day.Fourth,the government is supposed to upgrade related legal system,to implement the rights and obligations of various entities in the online anti-corruption,to establish the ways,the scopes and the punishment of protecting whistle-blowers.On the other hand,the official punishment and accountability mechanism should be workable.
