The Problem And Countermeasure Of Network Anti-Corruption In The New Era

Since the 18 th National Congress,the Central Government has paid great attention to anti-corruption work,and the three measures of "fighting tigers","swatting flies" and "hunting foxes" have been effective.Prior to this,due to the popularity of the Internet,the awakening of civic consciousness and the need of the ruling party to fight corruption,the majority of netizens exposed the corruption of officials through official platforms(e.g.12388 reporting network)and social platforms(e.g.microblogs,posting bars,etc.),a phenomenon also known as "internet anti-corruption".With the rapid development of Internet technology,our party has grasped the laws of historical development and seized the opportunity of historical change to actively build various online anti-corruption platforms and explore the comprehensive application of online anti-corruption,which has transformed the cramped situation of private sector-led online anti-corruption into a new journey of public power-led,government-public cooperation.The role and responsibility of the Party and the government in fighting corruption on the Internet is a major challenge and an opportunity,and how to make good use of this powerful tool through active guidance at the governmental level,so as to avoid harm and to accelerate the process of democratic politics and improve the construction of the integrity system in China.The paper is divided into five chapters and concluding remarks: the introduction introductory section introduces the background of this paper,the significance of the study,the current situation of domestic and foreign research,the research ideas and methods,the innovation and shortcomings of the study,the research-related concepts and the history of the Central Commission for Discipline Inspection;the first chapter is the theoretical origin and value inheritance of the idea of anti-corruption on the Internet in the new era.The second chapter is about the development of anti-corruption network in the new era,through sorting out the stage characteristics of the current competition between corruption and anti-corruption,and exploring the current and historical nature of China’s anti-corruption construction.--The third chapter takes the website of the State Supervision Commission of the Central Commission for Discipline Inspection as an example,and analyses how the platform is designed and operated in the course of online anti-corruption practice,and analyses its value to the construction of online integrity,the construction of the rule of law and the social governance system.Chapter 4,based on the previous chapter,analyzes the problems and causes of China’s online anti-corruption efforts,and attributes the problems to three major factors,namely,loss of focus in interaction,conflict of rights and interests,and technical bottlenecks,and summarizes the causes of the problems as the uneven quality of netizens themselves,the lack of a system of online laws and regulations,the weak supervision of online law enforcement procedures,and the sluggish response path of online public opinion.Firstly,to consolidate the awareness of the role of the Internet in fighting corruption,and to give ideas from three aspects: manager,user and service provider.The second is to strengthen the technical support for the network anti-corruption,which is suggested from the aspects of integrity monitoring platform,integrity risk prevention and control,and integrity performance evaluation respectively.Thirdly,to improve the legal protection of network anti-corruption,to clarify the rights and obligations of each subject in the process of network anti-corruption construction,and to guarantee that network anti-corruption can effectively play its proper role.The fourth is to improve the effectiveness of online anti-corruption communication,so that the overall effectiveness of online anti-corruption communication can be improved to a higher level;the concluding part is based on the current situation,and summarizes the whole text while sending good expectations to the future development trend of the CCDI.
