Street bureaucrats has always been a classic and hot topic in the field ofpublic management.Whether the organizational goals set by the upper levelc ould be achieved or not is largely determined by the implementation ofg rassroots street bureaucrats.Street bureaucrats also face conflicts betweenla ws and policies based on rationality and certainty and chaotic and complexso cial reality.As a typical street bureaucrat,grassroots labor disputemed iators mediate between employers and workers to resolve labor disputes.Inorder to let the basic level labor dispute mediators deal with labor disputesat the grass-roots level,the law gives the mediators discretion.In the processof me diation,how to use exercise discretion and make the best mediationstrate gy independently affects the process of mediation cases,which is relatedto the settlement of labor disputes.Takingthe mediators of J street labor dispute mediation center as anexample,and taking the street bureaucrats as the theoretical perspective,this paper studies the mediators’limited rational mediation strategiesthrough their discretion.Based on the detailed analysis of two mediationcases,andaccording to the two dimensions of"mediation demand resourceallocation",this papredivides the types of mediation strategies,and obtainsfour mediation strategies of grass-roots labor dispute mediators,namely"laissez fai remediation","one-sided emdiation","coordination mediation"and"stop loss med iation".Behind the four mediation strategies,it reflects thatthe decision-m aking of grassroots labor dispute mediators,as streetbureaucrats,is constrained by the limitations of laws and regulations,organizational resources,decision-makers and counterparts.Through the integration of the analysis results,this paper puts forward some suggestions such as improving the mediation system rules,optimizingt he allocation of organizational resources,improving the ability of decision-makers,and harmonizing the relationship between relative parties,so as toenha nce the decision-making ability of labor dispute mediation and betterachi eve the improvement of grass-roots governance level.
