Study On The Influencing Factors Of Policy Implementation Behavior Of Grass-roots Public Officials

China’s development practice shows that whether seeking development or governance,the improvement of national governance capabilities requires both institutional support and policy support.The combination of good system guarantee and strong policy implementation can be better transformed into governance efficiency.Policy implementation is an important tool to achieve governance goals and a key link to improve governance efficiency.In the process of policy implementation,the collection of policy implementation behaviors and action results of grassroots public officials constitutes the final concrete form of policy implementation effects.Under China’s current political system arrangements,how basic-level public officials recognize and implement relevant policy content has become a core element in influencing and ensuring the achievement of pollcy goals and even improving the effectiveness of grass-roots governance.Based on this,in the practice of policy implementation,how to more comprehensively understand and accurately grasp the influencing factors and mechanism of grassroots public officials’policy implementation behavior,and to maximize the enthusiasm and standardization of policy implementation behaviors of grassroots public officials,is an urgent need to solve The actual problem of the problem is also a theoretical problem to be studied.This research focuses on the realistic question of "what factors affect and shape the policy implementation behavior of grassroots public officials",and returns to the basic judgment of rational and irrational behavior decision-making of grassroots public officials under the bureaucratic system.On the basis of defining the concept of personnel policy implementation behavior and actual measurement,integrating the policy implementation process theory and planned behavior theory,based on the logical thinking of the external environment—psychological cognition—behavior performance,constructing the influencing factors of the policy execution behavior of grassroots public officials Theoretical model.Through the specific background of Henan Province’s air pollution prevention and control policy,and the effective questionnaire of 596 grassroots public officials from the county(district)Ecological Environment Bureau as the analysis sample,the structural equation model is used to verify the impact of institutional environmental factors,policy factors,and individual factors on the grassroots level.The influence effect and action path of public officials’policy implementation behavior.Based on this,policy recommendations for regulating the implementation of policies by grassroots public officials were put forward.The main conclusions of this research are as follows:(1)The policy implementation behavior of grass-roots public officials refers to the actual external behaviors that are finally reflected in the process and actions of grass-roots public officials in the process and actions of transforming policy objectives and content into policy effects.The policy implementation behavior of grassroots public officials is not entirely based on rationality,and to a large extent is also affected and dominated by irrational factors,which is the result of the combined effects of rational and irrational factors.That is to say,the policy implementation behavior of grassroots public officials not only comes from their rational cognition and judgment of the supporting incentive and restraint mechanism of the policy,the policy itself and the individual implementation ability,but also is affected by the highly altruistic public service motivation factors.These factors are interrelated and restrict each other,and shape the policy implementation behavior of the grassroots public officials by influencing the rule compliance awareness and implementation willingness of the grassroots public officials.(2)Starting from the path relationship of various influencing factors,for the implementation of the low-ambiguity-high-conflict air pollution prevention and control strategy,first,the policy alienation elements from the policy level have the will of the grassroots public officials to implement the policy.Directly and significantly negatively affect the final policy implementation behavior.second,the incentive and implementation pressure elements from the institutional environment constitute the main institutional background elements for the implementation of policies by grassroots public officials.The target responsibility system,supervision and evaluation are the core elements.Supplemented by the execution pressure brought by the pollution prevention and control leadership group model,the authority and political potential for the implementation of air pollution prevention and control policies have been enhanced.By affecting the rule compliance awareness and policy implementation willingness of grassroots public officials,it can significantly positively influence Policy enforcement behavior of grassroots public officials.Incentives affect the basic-level public officials’ awareness of rule compliance,and then affect the basic-level public officials’willingness and behavior to implement policies.But the incentive itself has a significant negative impact on the basic-level public officials’ awareness of rule compliance,and there is an incentive paradox.Third,the individual execution ability from the individual level is to ensure that the basic-level public officials can comply with the policy requirements and actively and effectively implement the policy tasks Important guarantee.In addition to influencing basic-level public officials’ awareness of rule compliance and policy implementation willingness,individual execution ability can significantly positively influence the policy implementation behavior of grass-roots public officials,but also directly has a significant positive impact on policy implementation behavior.As an individual’s irrational cognition,public service motivation is the internal driving force that drives basic-level public officials to abide by the rules and actively implement higher-level requirements and policy instructions.Public service motivation can significantly positively influence the policy implementation behavior of grassroots public officials by influencing the basic level public officials’ awareness of rule compliance and policy implementation willingness.Fourth,as an individual’s internal cognition,the awareness of rule compliance has a significant positive impact on policy implementation willingness and policy implementation behavior,and is an important condition for shaping grassroots public officials to actively implement policy tasks.The awareness of rule compliance not only has a significant positive impact on policy implementation behavior by influencing policy implementation willingness,but also directly has a significant positive impact on policy implementation behavior.The willingness to implement also has a significant positive impact on policy implementation behavior and is an important predictor of actual policy implementation behavior.(3)The policy enlightenment found in the above research is that government departments can start from the aspects of reshaping values,improving implementation mechanisms,enhancing policy recognition,and optimizing the implementation environment to enhance the enthusiasm and standardization of policy implementation behavior of grassroots public officials.The innovations of this research are:First,from the perspective of the individual’s micro-cognition and behavior,we re-examine the important factors and mechanism of the effective implementation of the policy,adopt a holistic perspective,and systematically explore the institutional environment,policy,and implementation.The influence of individual-level factors on the behavioral decision-making of basic-level public officials and its mechanism of action,to a certain extent,bridge the limitations of existing research on the above-mentioned element levels.Second,try to explore the policy implementation behavior decision-making of basic-level public officials from the perspective of behavioral public policy that is the intersection of psychology and policy science theory.Combining with the theory of policy implementation process and revising the theory of planned behavior,that is,embedding macro-institutional environmental elements and irrational influence elements in the study of micro-individual behaviors,a more explanatory theoretical model is formed.Third,the use of structural equation model research methods has enriched the empirical research on the policy implementation behavior of grassroots public officials,and made up for the shortcomings of qualitative research methods that are mostly based on theoretical research and normative research in current academic circles.Comprehensive use of SPSS 21.0 and AMOS 23.0 software for exploratory factor analysis,confirmatory factor analysis and structural equation model analysis,so that the demonstration results have a certain degree of robustness.
