Farmers' professional cooperatives are not only widely applied to the anti-poverty and agricultural economic development field due to its born pro-poverty nature and value,but are also commonly concerned by the public management circle as it can improve farmers' self-development ability and alleviate public good supply dilemma.In China,as an important part of the multiple subjects of poverty governance,farmers' professional cooperatives have a special and complicated relationship with the government in terms of the development process,and the government and its policies are the important basis for their survival and development,judging from conditions and environment.In a manner of speaking,not only the relationship between the government and farmers' professional cooperatives affects the development of cooperatives themselves,but also the interaction between the two reflects the reform of the administrative system and the governance of the public sector to some extent.The research on the interaction between the government and the farmers' professional cooperatives is not only conducive to enriching the vision of poverty-related governance researches,but also has certain practical significance for constructing a highly efficient public governance model and poverty governance mechanism.In recent years,poverty alleviation,with the government as the leading force,the participation of multiple subjects and the preference of various resources,has become a primary task for the government and a hot topic of concern to all sectors of society.The background and scene of poverty governance have provided a good opportunity and space for observing and analyzing the interaction between the government and farmers' professional cooperatives.Combined with the survey conducted in H County,Guizhou Province,this paper analyzed the behavioral characteristics of the local government and farmers' professional cooperatives under the background of poverty governance.Besides,it summed up the local government's strong involvement in the development of farmers' professional cooperatives,and the interactive ways in which farmers' professional cooperatives adopt strategic embedded behaviors such as system embedding,organizational embedding,project embedding,interest embedding and relationship embedding.Also,it was found out that both the local government and farmers' professional cooperatives showed interactive willingness,but the interactive capacity of the cooperatives was not strong.The interaction forms,such ascollaboration and cooperation,as well as the participation mechanism,coordination mechanism and evaluation mechanism of the interaction between the two sides were not yet perfect.In addition,this paper found out the government's offside,dislocation and absence behavioral deviations,the difficulties of cooperative governance brought by the heterogeneity of members of farmers' professional cooperatives,the difficulty of cooperative development caused by insufficient market capacity,the lack of self-alerted development awareness of cooperatives under policy guidance,as well as the restriction factor for the interaction between the two that the status of the government and farmers' professional cooperatives are not equal.Based on the above analysis,suggestions were put forward on accelerating the construction of a service-oriented government,improving the endogenous development capacity of farmers' professional cooperatives,and building a flexible and shared participation mechanism,a governance mechanism for consultation and co-construction,and a fair and standardized evaluation mechanism.
