Research On Government Supervision Issues In Public Emergencies

The report of the Nineteenth National Congress of the Communist Party of China points out that China's economic construction has made great achievements.With the rapid development of China's society and economy in the past 40 years of reform and opening up,China has gradually entered a risk society,which not only endangers the stability and development of the public and social economy,but also poses a severe test to the government management system and the construction of national credibility.How to deal with various public emergencies has become the focus of attention of local governments and large state-owned enterprises from top to bottom.According to incomplete statistics of relevant departments,in the past 20 years,a large part of public emergencies in China originated from petrochemical enterprises and related upstream and downstream industries.In dealing with public emergencies,the government should play a leading role.Because of the difficulties of limited manpower dispatch,insufficient available resources and incomplete information,the government's actions in dealing with accidents are greatly affected.Due to some omissions in government supervision,there are some problems in emergency safety management of petrochemical enterprises in China.It needs relevant safety managers to continuously improve and revise emergency management,and to improve the emergency management ability of petrochemical enterprises as an important task to complete.Therefore,it is necessary to conduct in-depth study on the emergency management capability and mechanism of petrochemical enterprises,and strengthen the government's supervision on the emergency management mechanism of petrochemical enterprises.In this paper,by using the theory of multi-governance and literature and case law,and taking the disposal of "11.22" Huangdao oil pipeline leakage explosion accident as an example,the problems existing in government supervision and their causes are sorted out,and a series of improvement measures are put forward for the government's supervision of emergency management of public emergencies.It also puts forward a series of optimization measures on how to exert the government's effectiveness,expand the government's governing ability,prevent the occurrence of accidents and reduce the hazards when accidents occur.It also puts forward a series of optimization measures on how to supervise the oil enterprises,guide the social forces,make them better shoulder their social responsibilities,and finally construct a more perfect emergency management system suitable for China's national conditions.
